Per- and polyfluoroalkyl substances, known as PFAS, are emerging contaminants detected in surface water, groundwater, drinking water, air, and food. Due to its chemical stability and high hydrophobicity, these compounds are used as surfactants, surface protectors, flame retardants, textile impregnation, fire-fighting foam, and pesticides and may be a risk for human health in the long-term exposure. Currently, a little research has been carried out for these compounds in Brazil. In this study, the concentration and distribution of 23 PFAS were analyzed in groundwater samples collected from water wells in urbanized areas and in surface water samples from Porto Alegre, one of the biggest cities in Brazil. The total concentrations of PFAS (ΣPFAS) in a groundwater sample varied between 22 and 718 ng L−1. Eleven PFAS species were detected in groundwater, including PFOA, PFHxA, PFPeA, PFBA, PFDA, PFNA, and PFOS. Most of PFAS were quantified in samples located in the aquifer formed by medium to coarse sands intercalated with silty-sandy lenses and low organic matter content that could facilitate the percolation of these compounds. The total concentrations of PFAS (ΣPFAS) in a surface water sample varied between 11 and 17 ng L−1. Ten species were founded in surface water being PFOA, PFOS, and PFHpA the most dominant. Considering all the samples, PFOA was the predominant species in the study. The article presents a representative outline of a sample of teachers from Porto Alegre, Rio Grande do Sul, who applied for a professional card with the Regional Labor Bureau between the 1930s and 1940s, in the context of expanding teaching, changes in teacher professionalization and policies related to work in Brazil. With unpublished sources, professional qualification records and 3x4 photographs, we investigated who these education professionals were, who worked in school institutions in the capital of Rio Grande do Sul, with attention to personal (first name, level of education, marital status, color, sex, birth) and physiognomic specificities. An introduction is presented in which the editor discusses the issue's exploration of the public realm in Brazilian cities and places which are accessible to all and mentions the essays within the issue including one by Guilherme Wisnik on a historical overview from the Portuguese colonial city, one on the Brazilian landscape design, and one on the legacy of Burle Marx in contemporary practice.

This article focuses on the contribution of Stuart Hall to the study of educational policy and reform, using the experience of the Citizen School initiative in Porto Alegre, Brazil as a concrete example. This experience was a participatory educational reform implemented during the 16 years of the Workers' Party tenure in Porto Alegre's municipal administration. Hall's concept of articulation and his particular use of concepts such as ideology, discourse, common sense, and hegemony lay the foundation for the theoretical framework that provides a potent lens to analyze the complexity of educational policy and reform. In particular, this assemblage of concepts offers a vantage point to understand a counter-hegemonic initiative such as the Citizen School, because it helps to situate this experience as a particular historical articulation of discursive practices both connected to the recreation of common sense and anchored in a particular material context. First, the article will briefly contextualize the Citizen School experience. It will then show how Hall's concepts develop a complex theory to analyze complex phenomena such as educational policy and reform, in particular the Porto Alegre experience. [ABSTRACT FROM AUTHOR]

Participatory budgeting in Porto Alegre, Brazil, has long been held up as a model of how grassroots social movements, in alliance with a Left party in power, have deepened democracy in a highly clientelistic context. But what happened to this democratic reform when the Partido dos Trabalhadores (Workers' Party, PT), which supported this initiative while it held the mayorship of Porto Alegre for 16 years, lost political power? This article examines the shifting fortunes of the participatory budgeting process following the defeat of the Workers' Party in the 2004 local elections. It explores how and why succeeding local administrations weakened participatory budgeting amid the changing political configuration of Porto Alegre, underscoring the critical role played by considerable executive branch powers in the process. The city of Porto Alegre has received significant attention by historians from different perspectives. Although highly diversified, extant historiographic production lacks studies which focus on the relationships between the city and the local water bodies. Current text aims at constructing the history of water bodies in Porto Alegre and analyzes the process of water pollution in the capital of the state of Rio Grande do Sul through the following issues: (1) the problem of discharging contaminated water into the river Guaíba; (2) and the search for drinkable water at different times in the history of the city. The year 1853 is the landmark for scientific concern on the water pollution in Porto Alegre within the chronological map of current article. Musical practices in the Umbanda and Quimbanda religions (twentieth-century Brazilian syntheses of Spiritism, folk Catholicism and Afro-Brazilian religions) illustrate how devotees value innovation and semi-egalitarian participation. Leaders and spirit mediums compose devotional songs, lead congregational singing, play instruments during services and circulate their favourite works. Indeed, these activities are central to their experiences connecting with spirits and developing cosmologies and rituals. The liturgical repertory thereby expands from the bottom up, rather than being preserved from the top down by religious and musical leaders, as is common in the progenitor Afro-Brazilian religions. Nevertheless, some religious leaders, musicians and profiteers try to control the musical creativity of devotees, in ceremonial life and also in the local production and international distribution of commercial audio recordings. With increased national and international transportation, humans as well as domestic and wild animals are able to get from one end to the other within hours, accidently carrying transboundary vectors and pathogens. We report here, the introduction of Amblyomma coelebs in Rio Grande do Sul, the southernmost state of Brazil, via a man travelling to the Carajás National Forest in the state of Pará (2661 km away). Upon return to his residence in Porto Alegre, RS, he realized that he was parasitized by one tick. The tick was identified as a nymph of Amblyomma sp., placed in a Biological Oxygen Demand incubator, and after ecdysis was identified as a male of Amblyomma coelebs. The tick's DNA was screened for Rickettsia spp., where Rickettsia amblyommatis DNA was detected. The parasitized man was seropositive to spotted fever group rickettsiae, by immunofluorescence assay, in a single serum sample collected 45 days after the tick-bite. Amblyomma coelebs is found in some Brazilian states, but Parana is the southernmost state in Brazil where it occurs. This species has already been reported to carry some species of Rickettsia, including species of the spotted fever group. The article discusses Russian immigration to Brazil, with particular focus given to Russian settlement in the Brazilian region of Rio Grande do Sul. The author explains his travels through the region, and notes visiting a Russian Orthodox Church. Efforts to commemorate the 100th anniversary of the construction of the first Russian Orthodox Church in the region are explained. The author argues that regardless of ethnic background, all Ukrainians, Belarusians, and Russians consider themselves to be Russians. Russo-Brazilians success in agriculture is also discussed.

Cities are highly modified environments in which the only areas that resemble natural landscapes are urban parks with low human population density. Attempts are frequently made to maintain high bird diversity in cities for aesthetic or educational reasons. However, it remains unclear whether local site characteristics are important in determining bird assemblage composition or whether simplification of the assemblage is an inevitable consequence of the changes associated with human population density. From May 1998 to December 1999, we undertook bird counts at 521 points in Porto Alegre, Rio Grande do Sul, southern Brazil. Our main goal was to understand the pattern of distribution of the bird species richness and density within the city and determine which variables most affect species assemblages. We recorded 132 species belonging to 43 families that are common in Rio Grande do Sul and obtained quantitative data on 121 species in survey sites. The two most abundant species (House Sparrow, Passer domesticus and Rock dove, Columba livia) were exotics. Analysis based on a reduced subset of 134 points surveyed in spring/early summer suggested that there was a North-south gradient in assemblage structure. Variation in assemblage structure was also affected by the number of trees, urban noise and human population density. However, human population density had a much smaller effect on richness and assemblage structure than variables subject to management, such as tree density and noise levels. These results suggest that complex communities may be maintained in densely populated urban areas of sub-tropical South-America given adequate urban planning. [ABSTRACT FROM AUTHOR]

In this paper, focusing on participatory public decision making processes, I propose a framework for group support systems and discuss related research issues. As a case illustrating the feasibility of participatory public decision making, I present the participatory budgeting experience in Porto Alegre, Brazil. Abstract: In this study, 14 herbalists (herb sellers) were interviewed about popular use of plants with weight loss purpose in Porto Alegre, a South Brazil city. For all identified species, scientific data were reviewed aiming to establish a correlation between popular use and biological properties. Seventy-eight samples were reported as having weigh loss properties. These samples come from 23 species and Asteraceae encompasses the greatest number of representatives. The greatest number of herbalist''s citations was Baccharis articulata. The majority of plants have traditional use in Brazil but none is explicitly cited for loosing weight purposes. The pharmacological data are mainly from animal and in vitro studies and do not straight related to obesity. Only Ilex paraguariensis presents clinical data of efficacy in the treatment of obesity. Seven species present pre-clinical data that indicate a potential role in the control of certain conditions which are associated with obesity, such as hyperlipidemia (Campomanesia xanthocarpa, Cuphea carthagenensis, Cynara scolymus, Hibiscus sabdariffa, Ilex paraguariensis) and high levels of blood glucose (Achyrocline satureioides, Baccharis trimera, Campomanesia xanthocarpa). In conclusion, scientific data found are insufficient to guarantee the efficacy and safety of these plants for treating obesity. However, some of them present activities which could be useful to treat certain obesity comorbidities and deserve further studies. [Copyright &y& Elsevier]
