Abstract

The article presents a manifesto of political demands by prisoners at the Attica Correctional Facility in New York following a prison riot on September 9, 1971, in which prisoners seized control of the facility. According to the author, the uprising, which lasted four day, was ended by force under orders from former New York governor Nelson Rockefeller resulting in the death of 39 inmates. Among the demands listed in the manifesto are constitutional rights of legal representation during parole board hearings, changes to the medical staff and medical policy, and adequate visiting conditions and facilities for Attica inmates and their families.

Abstract

In this article the author reflects on the New York City Board of Correction (BOC), a government model of non-judicial oversight. He states that the BOC defies easy categorization because it is a regulatory body and an inspecting and monitoring organization at the same time. He concludes that independent non-judicial correctional oversight promotes secure, safe, and humane correctional ambiance for both inmates and the staff. A description of BOC and its strengths and weaknesses are provided.

The New York State prison system has greatly improved mental health services since 2007 when it settled a lawsuit that had accused it of mistreating mentally ill inmates. A troubling increase in prison suicides suggests that all of the problems have not been solved. State records show that there were 20 suicides in 2010, double the number in 2009 and the highest since 1978, the first year for which records were released.
