GENDER mainstreaming , *PUBLIC sector , *LEADERSHIP , *SOCIAL innovation , *FEMINISM , *PANDEMICS , *COUNTRIES ,DEVELOPING countries - Abstract
The pandemic tested the resilience of public systems, as governments faced the challenge of rapidly adapting their policies and practices. In this context, Argentina was recognized as one of the few countries that managed to mainstream a gender perspective to reach the most vulnerable populations, showing adaptive capacities and strategic orientation. This article seeks to document, systematize, and rethink the strategies deployed by the Argentine government in terms of mission-oriented innovation policies. The objective is to understand which capabilities are key to address complex social issues in the Global South and how they can be nurtured. Through a theoretical framework that articulates the literature on “dynamic public sector capacities” and “state capacities” in Latin America and the application of a qualitative methodology (case study), we find that state capacities were strengthened by reconfiguring pre-existing resources based on a government project, collective leadership, and a series of institutional and political innovations in the context of the rise of regional feminisms. This experience, which has earned Argentina global recognition, offers important lessons for addressing social challenges through innovation policies, the institutionalization of popular movement demands, and collaborations for resilient systems. Purpose: This work aims to contribute to the literature on strategic management in micro and small firms by identifying the main strategic behavior traits in micro and small technology-based firms. Methodology: The research method consisted of two phases: the first phase, quantitative, involved a survey of 104 micro and small technology-based firms, whose results were analyzed using the cluster analysis technique. The second qualitative phase involved five case studies, whose information was obtained through five semi-structured interviews and analyzed using the content analysis technique. Results: The results indicated which micro and small technology-based firms operate in sectors with high levels of dynamism and uncertainty, and their strategic behavior is based on the definition of competitive and innovation strategies, communication of strategic objectives to employees, allocation of organizational resources for innovation, market research and investments in R&D and development of dynamic capabilities for innovation, sensing changes in the external environment, seizing and reconfiguring resources, through strategic partnerships with external agents, especially customers, which can help these companies to adapt to market demands and obtain competitive advantages. Conclusions: The strategic behavior in micro and small technology-based firms is influenced by the definition of competitive and innovation strategies, communication of strategic objectives to employees, allocation of organizational resources for innovation, market research and R&D investments, and development of dynamic capabilities for innovation. capacidades dinâmicas ,inovação ,performance organizacional ,Law - Abstract

Purpose: This study examined how inbound open innovation and dynamic capabilities (sensing, seizing, and transforming capacity) work together to explain innovation performance. Methodology: The study used a case research method that involved interviewing ten purposively selected managers of micro and small furniture industries in Arusha, Dar es Salaam and Mbeya cities of Tanzania. Subsequently, the study used illustrative and content analysis methods to compare and align predetermined theoretical relationships on how dynamic capabilities and inbound open innovation explain innovation performance to empirical results. Originality: The use of illustrative analysis to compare extant theoretical relationships between dynamic capabilities, inbound open innovation, and innovation performance to case studies' processes in this study is novel to the open innovation literature. Also, the resultant conceptual framework and relationships linking inbound open innovation to innovation performance through systematic processes of dynamic capabilities are novel. Main results: This study showed that inbound open innovation explains innovation performance through systematic complementary processes of dynamic capabilities. Moreover, the study showed that if inbound open innovation generates complex external ideas, micro and small firms adopt coupled open innovation as a predecessor of dynamic capabilities to unlock complexity. Theoretical contributions: This study has integrated the theories of open innovation and dynamic capabilities by developing a conceptual framework and relationships that show how inbound open innovation explains innovation performance through dynamic capabilities. Practical contributions: This study has revealed alternative combinations of dynamic capabilities that business managers need to benefit innovation performance from inbound open innovation. Study objective: This research sought to understand and identify the effect of dynamic capabilities and entrepreneurial decision-making in the engagement of knowledge-intensive companies in a regional public policy to foster innovation and entrepreneurship. Methodology / approach: To achieve this objective, forty-six questionnaires were applied to startups participating in a regional public policy to foster innovation. The results were treated through Factor Analysis and ANOVA. Originality / Relevance: This research aims to contribute to the literature by seeking to understand how dynamic capabilities and entrepreneurial decision-making impact the engagement of knowledgeintensive companies in a regional public policy to foster innovation and entrepreneurship. Main results: It was possible to conclude that, after participating in the regional innovation public policy, the startups with greater engagement were influenced by their levels of entrepreneurial decisionmaking and by their global capacity to innovate: i) Causation & Effectuation and ii) Innovative Capacity. Theoretical-methodological contributions: The study conducts research in a program to foster innovation at the regional level, seeking to understand how dynamic capabilities impact the development of startups and companies that participated in this program. Managerial / social contributions: These results point to the fact that startups that have further developed their entrepreneurial skills, notably in decisions related to balancing the risks of the innovative process and that focused on their general capabilities to innovate, were more engaged in the journey proposed for them by the public policy studied.

Purpose: This study aims to understand how organizations accelerate digital transformation (DT) and leverage innovations in digital services in the modus operandi of dynamic capabilities (DC) development. DT provides an agile resource mobilization in relation to the operational flexibility and to the technological and informational capabilities. Originality/value: This study contributes with a new theoretical-applied perspective on agility as a necessary competence for DC development, being investigated in an emerging country, in this case, Brazil. The development of DC that are suitable for DT becomes critical for capturing opportunities in the dynamic digital environment. Design/methodology/approach: Forty companies in the Brazilian territory were investigated in order to explore the relation between DC and DT, focusing on agility and based on the logic of literal and theoretical replication of case studies. The theoretical framework was applied to investigate companies from three empirical fields (energy, automotive, and digital services), within the triangulation of secondary sources, management reports and internal documents. Findings: The cases analyzed provide evidence that agility does not presuppose strong DC in sensing, as it depends on services' maturity. We highlight the mediation of the applied use of intangible resources and digitized assets that speed up the seizing and transformation of the business. In the context of digital assets in intensive environments, we propose that DT strategy may be used with analytical intelligence and agility by integrating technological processes. ORGANIZATIONAL behavior , *TECHNOLOGICAL innovations , *COMPETITIVE advantage in business , *LEADERSHIP - Abstract
The objective of this essay of a theoretical-descriptive nature is to offer a review of the most outstanding contributions made by David Teece and his collaborators to the development and expansion of the theory of dynamic capabilities during the period 1994-2020. The analysis was based on the main scientific articles that chronologically represent the development, evolution, and consolidation of one of the theories that explain the behavior of organizations in the face of increasingly dynamic and changing environments, namely the theory of dynamic capabilities. It is thus considered evolution and integration of the contingent and resource and capabilities theories. From the review carried out, it can be argued that organizations require strong capabilities to detect, take advantage of and transform knowledge, resources, and internal competencies in order to obtain competitive advantages, but always considering the opportunities, changes, and requirements of the environment. This work also provides the basis for distinguishing and recognizing that dynamic capabilities require leadership and innovation as essential components for their development. [ABSTRACT FROM AUTHOR]

The purpose of this article is to theoretically discuss the relationship between knowledge management and dynamic capabilities, a reason for the little exploration it has had in the literature on strategic management. This discussion is carried out around the theoretical approaches of the theory of the firm, the Resources-based Vision of the firm (RBV) and Knowledge-based Vision of the firm (KBV), from which it is argued that the Knowledge management allows the strategic renewal of organizations. Therefore, in this article the influence of knowledge management on the dynamic capacities of sensing, learning, seizing and coordination is exposed. Finally, some theoretical, empirical and practical implications are offered. [ABSTRACT FROM AUTHOR]
