The paper deals with the problem of distinguishing Internet law from Information Law and IT Law, establishing its place among other branches of law, reveals the main criteria for legal regulation of IT Law and fixing the basic principles of its functioning. Attention is focused on the fact that IT and the Internet network are interrelated, since the latter is the habitat of the former, and at the same time, the latter does not make any sense without tools with which any information can be processed. Thus, when considering the definitions of „information", „іnformation technologies" and „Internet network" in the context of the digital space, it was determined that they are interrelated - information is the main element, information technologies are used to work with information (for collecting, storing, processing), and the Internet network is used for transmitting and exchanging data. Such a conclusion can provide a complete picture of how and in accordance with what hierarchy these concepts should be displayed from the point of view of Information Law, IT Law and Internet Law. It was found that Information Law is essentially a broader concept than IT Law and undoubtedly includes it, however, given the specifics of the environment in which the relevant legal relations arise and the subject performing various operations with information, it would be more expedient to separate it into a separate institution of the former. This division is due in particular to the emergence of new areas of development, such as the institute of artificial intelligence, the institute of cloud technologies, the institute of digital signature and the globalization of the Internet network. Thus, Information Law and IT Law regulate a homogeneous range of public relations and are essentially related as an industry and an institution, but they have certain differences that are due to the environment of the emergence of regulatory relations. In turn, Internet Law is a separate branch of law that should regulate public relations that arise in the appropriate environment and consolidate fundamental digital rights and obligations, based on an international character. - Abstract
The study defines that digital transformation must encompass all spheres of life in most countries within the next few years. This is linked to the development of an innovative information society, where the digital economy will become the main component. Attention is drawn to the definition of «information technologies». It is noted that the IT sector combines private law and public law relations, reflecting its complex nature in the modern legal system. It is emphasized that this, in turn, will contribute to the effective functioning of business entities in the information technology sector, helping to avoid negative consequences that may arise from deficiencies in legal regulation. IT is one of the leading industries in the Ukrainian economy at present, with its volumes growing each year. Statistics show that the IT sector is one of the few industries in the national economy that can respond more quickly to sharp changes in Ukraine's external environment. The main taxation systems for business entities in the IT sector and tax rates are outlined. Attention is focused on the legal regime of Diia City, where IT sector entities can become residents. It is noted that the Diia City regime should provide not only favorable and flexible conditions for doing business, including attracting Ukrainian IT specialists, but also advantageous taxation. It is emphasized that Diia City, together with gig contracts, is designed to reduce the practice of registering employees as individual entrepreneurs. Companies that opt for the Diia City regime are offered nearly identical taxation in relation to employees and enhanced control over them. The advantages and disadvantages of gig contracts for the Ukrainian IT sector are discussed. At the same time, it is pointed out that effective legal regulation, taking into account the peculiarities of wartime, is critically important for ensuring the stable operation of Diia City resident companies. In conclusion, it is emphasized that the legal regime of Diia City, introduced to stimulate the digital economy in Ukraine, has become an important tool for regulating the IT sector since its launch in 2022. The further development of the Diia City legal regime should aim at supporting the stability of the IT sector, ensuring the retention of skilled personnel in Ukraine, as well as creating conditions for achieving a swift peace and the recovery of the economy after the war. - Abstract
The article examines electronic evidence in the context of the principles of civil procedural law. The goal is the formation of a conceptual basis for the use of information technologies in civil proceedings in relation to the principles of civil proceedings in their systemic understanding, which will take into account the interrelationship and impact of one change on another change. This will ensure the rational use of information technologies, preserving the basic principles of civil justice. The object is the legal relations that arise between the court and other participants in the process, related to the implementation of the principles of civil justice when using information technologies to resolve civil cases. The subject was civil procedural legal relations in the context of implementing the principles of civil procedural law when using information technologies in the civil process. The adaptation of the civil process to the use of information technologies is manifested in the presence of program and framework provisions that exist at the state and international level in accordance with the regulatory framework of the European integration of Ukraine. It is indicated that the electronic proof should not necessarily be issued in documentary form. Electronic evidence should be distinguished as an independent type of evidence due to its specific features. The criteria for the admissibility of electronic evidence must be determined in terms of specificity in accordance with the existing evidence criteria. A positive example of the regulation of electronic evidence is the Guidelines of the Committee of Ministers of the Council of Europe on online dispute resolution mechanisms in civil and administrative proceedings, adopted in 2019, which establish legal norms regarding electronic evidence and ensure the most optimal version of use in the civil process. The principles of competitiveness, dispositive, transparency, independence, and availability of electronic evidence were considered. It is noted that, taking into account the systemic nature of the principles of the civil process, in addition to the ones mentioned above, other principles would undergo some transformation. - Abstract
The article is devoted to the analysis of the application of new technical tools and complex approaches to the digitization of advocacy activities to meet the needs of clients in legal assistance, which allows to ensure a higher quality level of legal business. Digitization of the legal profession, remoteness in communication with colleagues and clients has caused a demand for improving the skills of lawyers in working with various information platforms among lawyers and representatives of the legal business. A lawyer is considered as a person who uses, consumes and further analyzes legal information for the protection of legal rights and interests of clients, not as an end consumer. Problems in the digital provision of legal aid in modern Ukraine under martial law conditions have been identified, such as: the impossibility of offline meetings with clients; generation of electronic evidence for the recording of crimes or offenses and confirmation of damage caused to legal entities or individuals, paper document circulation. Digitization of advocacy as the main way to overcome the problems of defense activity. The development of information technologies in recent times and modern realities have caused a rather rapid introduction of information technologies and services in the field of advocacy and other legal areas. Therefore, the process of digitization of the legal profession is perceived as a positive phenomenon, because it can ensure the level of effective protection of the rights and legitimate interests of legal entities and individuals living or staying on the territory of Ukraine under martial law. It has been established that the application of scientific and technical achievements requires the presence of certain knowledge, abilities and skills. It is substantiated that the lack of technical support can create an obstacle in the lawyer's proper execution of client assignments. The need to provide lawyers with their own online security and cyber security of their clients, assistants and interns is emphasized in order to prevent situations of disclosing attorney secrets, harming other lawyers, such as the authority or reputation or the institution of advocacy in general. 9. Integration of AI Training in the Field of Higher Education in the Republic of Bulgaria: An Overview.

The presented work provides a comprehensive evaluation of the current availability of education programs and courses related to of AI the field of Information Technologies and Computer Science in higher education institutions (HIEs) in the Republic of Bulgaria. More specifically, this study examines 163 bachelor's and 239 master's degree programs from 28 HEIs available during the 2023/24 academic year in four professional fields: (1) Electrical Engineering, Electronics, and Automation; (2) Communication and Computer Technologies; (3) Informatics and Computer Science; and (4) Mathematics. The conducted evaluation shows that 41.1% of evaluated BSc programs and 26.4% of MSc programs include at least one AI-dedicated course. Results indicate a significant presence of AI-focused education, particularly in degrees related to Informatics and Computer Science, where 47.8% of AI courses are concentrated. However, a notable disparity exists in the inclusion of AI subjects across other technical fields, particularly in Electrical Engineering and related degrees, which contain only 8% of the identified AI courses for BSc degree programs. The findings highlight the need for a broader and more accelerated integration of AI education to meet the evolving demands of both students and the labor market. This work underscores the importance of strategic curriculum adaptation to enhance the readiness of Bulgarian HEIs to support the development and application of AI technologies, addressing the skills gap and fostering a workforce capable of navigating the AI-driven future. Project management plays a critical role in boosting the success of organizations' projects. However, no matter how well a project is managed, changes are inevitable during its execution. It is crucial to evaluate the impact of these changes before implementing them to ensure they do not compromise the project's success. Existing techniques for assessing the effects of changes have several limitations--particularly in their failure to account for how changes might affect various aspects of project management, such as scope, cost, time, resources, communication, risk, procurement, or overall success. To overcome this limitation, this article introduces a new technique - the Project Change Canvas - that enables the systematic assessment of changes in information systems and technology projects by identifying and weighing their potential impacts across all relevant project management knowledge areas. 11. An International Learner-Made Video Project as a Tool to Develop EFL Students’ Intercultural Competence: Students’ Perceptions

The aim of this small-scale pilot study was to identify students’ perceptions of an international learner-made video project as an EFL educational tool, and its effect on improving the learners’ intercultural communicative competence (ICC). In addition, the authors tried to ascertain students’ views of the effect of their participation in such a project on improving their language and digital skills. The authors also aimed to clarify whether the students experienced the sense of L2 enjoyment through the project. The sample of this study consisted of 81 undergraduate students from eighteen countries who took part in the yearly International Competition of Student-Made Videos in Foreign Languages “University is my Universe” in the Southern Federal University (SFedU), Russia. To assess the students’ perceptions, the authors adapted a 14-item quantitative Likert scale questionnaire originally created by Freiermuth and Huang to evaluate students’ ICC development through cultural exchanges. The results showed that the use of learner-made video projects in teaching and learning English as a foreign language motivates students and helps them not only to develop their ICC but also to improve their language and digital skills. These two points, however, need further research.

12. Features of using methods and platforms for graphical modelling of business processes of enterprises in the context of digitalisation

The article argues that it is expedient to change the approach to the perception of business processes, their analysis and optimization in the context of widespread implementation of information technologies at enterprises. First of all, this requires the use of modelling methods as one of the areas of business process management and can be implemented in the relevant software. Such business process modelling is the process of reflecting a subjective vision of the workflow in the form of a formal model consisting of interdependent operations. Based on a comparison of the features and mechanisms for implementing methods of graphical modelling business processes, the author grouped them, which allowed us to identify, in our opinion, the most modern solutions for modelling business processes, namely, the BPMN and ARIS methods. In particular, the BPMN method is considered to be special in its visual representation of business processes, i.e., it effectively reflects processes at various enterprises using specific symbols and notations that correspond to the complexities of modern business activities. The BPMN graphical style simplifies complex relationships, making it easier to understand processes. For its part, the ARIS method is associated with graphical modeling, performance analysis, integration into other systems, document standardization, change management, and the ability to automate business tasks. Particular attention is paid to the issue of designing visual models of business processes in a more convenient digital format with the help of service designers, which is possible through the use of powerful digital platforms. It is noted that the choice of a particular graphical platform depends on several key factors, including the scale of the enterprise, the level of integration with other systems, the availability of training and support, and the complexity of the processes being modelled. Thus, large enterprises are offered powerful tools (platforms) for managing large projects, including opportunities for collaboration, versioning, and support for complex business processes, while small and medium-sized enterprises are offered simpler solutions with high flexibility and quick implementation. It was found that most of the considered digital platforms for modelling business processes of enterprises support the BPMN method. Given the fact that ARIS graphical tools can be presented in the form of workflow diagrams (BPMN), many of the digital platforms can be easily adapted to use the ARIS method, although in direct use ARIS is used on the Creately and ARIS (IDS Scheer) platforms. Thus, the choice of methods and platforms for modelling business processes of enterprises and their use in the context of digitalization has its own characteristics, which is mainly due to the tasks to be achieved.

Digitalization exercises different impact on social and labour relations observed between employee and employer during recruitment process, conducting labour functions and terminating labour activity. On the one hand, digitalization fosters a growth in organization efficiency at the expense of cutting transaction costs and optimization of labour processes. At the same time it can lead to serious risks in the sphere of eroding worker’s social capital by reducing intensity of interaction with colleagues, drop in work team cohesion and violations of work-rest balance. Within the frames of the research the author systematized conclusions of 51 investigations studying the impact of digitalization on social and labour relations. The author discusses aspects of regulatory framework of social and labour relations in conditions of digitalization. And finally, aspects were highlighted that exert complex affect on the development of social and labour relations in conditions of digitalization. As a result a conclusion was drawn that digitalization can cause speeding-up of precarization of labour relations.

14. Experience of Organizing Project Activities of Schoolchildren in the Field of 'Information Technologies'.

The article is devoted to analysis of the experience of organizing project work of schoolchildren in the field of information technologies on the basis of a higher educational institution.The peculiarities of the educational process organization, approaches to solving the problem of students’ motivation are considered. The principles of introducing relatively complex and science-intensive technologies into the projects of 10th grade students are discussed. Recommendations for organizing master classes and laboratory works with mastering the methods of image processing, steganography, machine learning are detailed. Emphasis is placed on the recycling of knowledge and skills acquired at school. Considerable attention is paid to visibility, comprehensibility of the results obtained, and the possibility of assessing the applicability of a particular method for solving the tasks of project activities. All works are carried out in such a way that pupils could start research with minimum effort for preparation and would be able to later transfer the learned tools to their individual projects. Much attention is paid to the methodology of project work, and special events are organized, such as pitch sessions of startups, designed to further motivate students, help them to organize their project work in a systematic way, and adjust the goals and objectives of their projects. Some results of the project work of schoolchildren in the field of information technologies during the 2023-2024 academic year on the basis of the National Research University “MPEI” are given.

15. Interaction of public administration and mass media in the context of digitalisation: problem statement

The article considers the current topic of interaction between public administration and mass media in the context of digitalisation. Digitalisation is defined as a glob -al trend changing socio-political reality. The concepts of “mass media” and “mass communication” are analysed in detail, and the features of their cooperation while expanding digital audience are revealed. In the realities of the 21st century, when digita lisation has a significant impact, the state transforms its functions, starting to actively interact with society and citizens, creating equal relations in the updated political system. An important link that unites information is mass media which closely cooperates with state authorities and the entire management system. Through the media, government agencies coordinate the efforts of various social groups and organisations without coercion, defining the main directions and strategies of socio-political initiatives and actions. The article highlights the use of the mass media as a political tool and a way to organise a dialogue between the state and civil society. It also analyses the influence of the mass media as the fourth branch of government. The author concludes that it is necessary to comprehensively study the problem of interaction between public administration and mass media for more effective functioning of both institutions. This means that in the context of digitalisation, there is a need to consider changes in the media sphere and develop new approaches to media policy, given modern challenges and trends.

This paper intends to provide the reader with an overview of the main processes that are introducing artificial intelligence (AI) into healthcare services. The first part is organized according to an evolutionary perspective. We first describe the role that digital technologies have had in shaping the current healthcare methodologies and the relevant foundations for new evolutionary scenarios. Subsequently, the various evolutionary paths are illustrated with reference to AI techniques and their research activities, specifying their degree of readiness for actual clinical use. The organization of this paper is based on the interplay three pillars, namely, algorithms, enabling technologies and regulations, and healthcare methodologies. Through this organization we introduce the reader to the main evolutionary aspects of the healthcare ecosystem, to associate clinical needs with appropriate methodologies. We also explore the different aspects related to the Internet of the future that are not typically presented in papers that focus on AI, but that are equally crucial to determine the success of current research and development activities in healthcare. 19. The Mediating Role of Environmental Uncertainty in the Impact of Information Technology on Supply Chain Performance.

In a period in which competition and globalization are increasing day by day, the competition of companies exists among supply chains. To have and sustain competitiveness in the supply chain context, information technologies should be used, supply chain performance should be measured at certain intervals, and environmental uncertainty should be taken into account. In this framework, the purpose of this study is to examine the relationship between information technologies and supply chain performance and to investigate whether environmental uncertainty has a mediating role in this relationship. For this purpose, 192 data points were obtained via a survey obtained from the top 500 international companies active in Turkey and analyzed with SAS software. Resulting from the analysis, it was determined that there is a significant relationship between information technologies, environmental uncertainty, and supply chain performance, and between information technologies and environmental uncertainty. It is concluded that environmental uncertainty has a significant effect on supply chain performance, and information technologies have a significant effect on environmental uncertainty. In addition, it has been determined that information technologies have a significant effect on supply chain performance, and environmental uncertainty has a medi-ating role in this effect. According to the results of this study, managers are suggested to increase their supply chain performance by using information technologies and to consider environmental uncertainty to achieve a sustainable competitive advantage. The research objective is to analyze contemporary information technologies and their application in teaching the legal aspects of taxing financial assets in higher educational institutions. Drawing upon international legal experience, the goal is to identify optimal innovative principles for the integration of information technologies to enhance the effectiveness of teaching and comprehension of this legal discipline. To assess the influence of integrating information technologies on the academic achievements and competencies of law students, instructors conducted a retrospective analysis of students' academic records from the preceding semester, during which a conventional educational curriculum was implemented. Semester grades were meticulously recorded for each student. The utilization of information-based pedagogical approaches introduced in the subsequent semester yielded a discernible enhancement in the mean academic performance of the law students. Specifically, the average grade rose from 68.9 (corresponding to the use of traditional methods in the initial semester) to 77.2 (attained through the application of integrated methods in the latter semester). This outcome underscores a heightened level of scholastic attainment among students when information technologies were integrated into the educational process. [ABSTRACT FROM AUTHOR]

The current study focuses on the critical role of efficient cold supply chain logistics (CSCL) within the beef meat supply chain (SC), ensuring the timely delivery of premium products. Despite its significance, substantial food loss and waste (FLW) in CSCL pose multifaceted challenges across economic, social, and environmental dimensions. This comprehensive literature review aims to identify state-of-the-art CSCL for reducing food waste, key research themes, and their potential roles in red meat waste reduction, as well as identify future research directions. It explores four pivotal themes—management, sustainability, network design (ND), and new information technologies (IT)—each contributing uniquely to mitigating FLW. A review of papers published in the last two decades reveals management as the predominant theme, followed by sustainability, ND, and IT. The study underscores the interconnectedness of these themes and highlights gaps in current research, particularly the need for multi-objective optimisation models. These models should integrate uncertainties, sustainability dimensions, and technological advancements, while aligning strategic, tactical, and operational decisions to enhance CSCL sustainability and reduce FLW in the beef meat industry. This review informs stakeholders—researchers, policymakers, practitioners, the government, and the public—about emerging trends and opportunities in addressing food waste, thereby fostering more efficient and sustainable CSCL practices. This paper examines the use of modern information technologies in Bulgarian pre-school and primary education, focusing on teachers' knowledge and use of technologies and the challenges they face. The study is based on an extensive literature review, which highlights the potential of modern information technologies such as programmable devices, virtual reality (VR) and augmented reality (AR) to improve the quality of education, student engagement and continuous learning. However, the research also identifies persistent barriers to their implementation, including insufficient resources, limited training opportunities and teacher resistance to technological change. The main objective of the study is to assess the level of knowledge and use of technologies among Bulgarian teachers, with a focus on identifying the main barriers to their effective integration into educational practice. The preliminary hypothesis suggests that despite the recognition of the potential benefits of technologies, their use remains limited due to institutional and personal factors. Methodologically, the study used a descriptive survey approach with 205 participants, including pre-school and primary school teachers, principals and education administrators. Data was collected using an online survey platform included in Microsoft Office 365. Key findings show varying levels of knowledge and use of modern technologies among teachers. Although a significant proportion of respondents use technology in their teaching, the level of adoption of more advanced technologies such as programmable devices, VR and AR is significantly lower. Teachers expressed a strong desire for additional information and training on modern technologies, highlighting their potential to enrich learning experiences in a variety of subjects. The study has important implications for the Bulgarian education system. It highlights the gap between the recognised potential of technologies and their practical application in the classroom. Addressing the identified barriers through targeted investment in resources, comprehensive professional development programmes and ongoing support for teachers is crucial. By overcoming these barriers, educational institutions can better prepare students for the challenges of the digital age, improve learning outcomes and create a more dynamic and effective educational environment. Nowadays, adapting to new applications of rapidly advancing technologies surprises not only adults and elderly people, but even young people. This transformation and development transforms your life into a completely different one with the new tools offered by the technical and technological possibilities of the century we live in. A new one has been added to the interactions that relatively enrich our social life and occur without the need for a physical location: metaverse. It was known that the 21st century, where socialization, an indispensable form of interaction of all times, began to occur independently of physical space, was pregnant with new developments in this context. However, the door opened to the virtual world has gained a new dimension with the emergence of fictional online environments with augmented threedimensional reality. This research aims to analyze the reflections and anxiety levels of these pioneering technologies, which have developed to make life easier, in social life. For this purpose, interviews were held with 15 people with different demographic characteristics. The data obtained was analyzed by dividing into categories, codes and themes. 25. Construction Safety Innovation and Barriers in Different Company Types and Sizes: A Survey in Vietnam.

In recent years, safety innovation has brought potential benefits to the sustainable development of building industries. However, safety innovation is still limited owing to a limited understanding of technology capabilities and associated barriers within construction organizations. This study aimed to evaluate the potential technologies and barriers based on company type and size toward construction safety innovation. The literature review identified twelve technologies and ten barriers to safety innovation. These technologies are classified into geospatial, image, and interactive technologies, whereas barriers are classified into technology, organization, and market-related problems. The rank-based non-parametric tests analyzed data collected from 184 industry practitioners in Vietnam to examine differences between groups of developers, consultants, and contractors with small, medium, and large construction organizations. The findings showed that developers and consultants are pioneers toward innovation in safety management practices compared to contractors. Additionally, image technologies are the top solutions for improving safety performance for SMEs, whereas organization-related problems are major challenges for their innovation. A comparison between countries reveals the growing trend of utilizing interactive technologies to enhance construction safety management. The results provide valuable insights into the context of global construction safety innovation. Modern education, in particular cinematographics, is not possible without the use of modern information technologies. Virtual reality technologies significantly expand the possibilities of cinematographic education. Digital tools make it possible to create any special animated effects that appeal to more viewers. Therefore, by addressing this problem, the study identifies the relationship between education in cinematography and VR- technologies and their impact on film perception. The authors were the first to compare the perceptions of the stories of popular cartoons by viewers of different age groups (younger students and adults – parents and instructors). Children and adults were shown fragments of cartoons. Then an interview was conducted using a semi-structured questionnaire and a psychodiagnostic study based on A.N. Bernstein's technique of story-driven pictures and Kunin's physiognomy test. The study revealed differences in perception of animated films, which were animated using virtual reality applications. The findings theoretically explain the factors of psychological impact of animated movies and understanding of their meaning, which can be used in the animation industry, to create story-driven animated films of educational value. 28. Optimization of the Search for Neuroprotectors among Bioflavonoids.

For the first time, to optimize the creation of new neuroprotective agents based on bioflavonoids, we applied information technologies; these include docking analysis to calculate the binding of candidate molecules to the pharmacological target protein transthyretin as well as a program of virtual screening of NO scavengers. As a result of this approach, the substance catechin was isolated from candidate molecules—quercetin, catechin, Epicatechin gallate, Epicatechin, Procyanidin B1, Procyanidin B2, Procyanidin B3, and Catechin-3-gallate—according to docking analysis. As a result of virtual screening, catechin was identified as a potential NO scavenger (55.15% prediction). The results of the prediction were confirmed by in vitro experiments. Course administration of catechin to animals with experimental multiple sclerosis (MS) against the background of methylprednisolone administration completely eliminated lethal cases, reduced the number of diseased animals by 20% as well as prevented the development of severe neurological symptoms by 20% (compared to the methylprednisolone group) and by 60% compared to the control group. Course administration of catechin with methylprednisolone leads to a decrease in the neurodegradation markers in the cytosol of rats, with EAE: NSE by 37% and S-100 by 54.8%. The combined administration of methylprednisolone significantly exceeds the combination of methylprednisolone with the reference drug mexidol by the degree of NSE reduction. The obtained results indicate a significant neuroprotective effect of ocular combinations of methylprednisolone and catechin. Hospitals are considered the backbone of healthcare systems, and their significance is particularly pronounced during emergencies. However, the rapid overpopulation and recent pandemics have caused tremendous shortages of hospital beds, raising major threats to public health. This developmental research study aims to help improve the management of hospital beds through the design, development, testing, and evaluation of an Internet of Things (IoT)-based monitoring system implemented using Agile Scrum methodology. Based on the results of the hypothesis testing, the authors found that the optical sensors installed in 4 hospital rooms, with varying distance readings, are consistently accurate (F (3, 388) = 1.000, p=0.393), hence the authors accepted the proposed null hypothesis. Moreover, the beneficiaries, composed of the public, hospital staff, nurses, and a doctor evaluated the system to be overall very good, very efficient, very suitable, reliable, very usable, and very satisfactory. Background: In the contemporary context, a factor in the successful development of pharmaceutical organizations is the active use of information and communication tools both for work with customers and suppliers, and in the internal processes of economic activity. On the one hand, the introduction of IT technology allows us to ensure compliance with the requirements of the legislation of the Republic of Kazakhstan. On the other hand, it opens up great opportunities for improving the level of service for pharmacy visitors, contributes to the formation of greater loyalty to a particular pharmacy organization and, therefore, makes it more competitive and cost-effective. Aim: development of an automated control system for the movement of pharmaceutical products in pharmacies. Materials and methods: we used basic research, including an analysis of the external and internal information system of a pharmacy organization (ISPO); informatization processes in the pharmaceutical market, pharmacy resources; scientific approaches to the study - systemic, logical-structural, process, marketing, regional. The objects of the study were pharmacy organizations, pharmaceutical workers in pharmacies, and software products. Results and discussion: To conduct the study, a design was developed that includes a research program to improve the information and communication activities of retail pharmaceutical organizations. Following the program, the authors developed a questionnaire survey to study the informational needs of pharmacy workers. Based on the results of the research, the main directions for the use of information technologies in pharmacy were determined. The authors compiled a portrait of an IT user and identified the strengths and weaknesses, opportunities and threats of using IT in pharmacies. - Abstract
The objective of the work is to create a methodology and educational program for training masters for the organization of production activities in the field of transport of the specialty "Automotive Transport" of Ukraine who would ensure the implementation of modern information technologies in the technical operation of transport vehicles. The methodology of forming and teaching the disciplines of the educational and professional program is based on the use of innovative teaching methods, methods of collecting, processing, interpreting the research results and modeling processes in the field of road transport; methods and technologies of research and production, design, organizational and management activities, educational technologies, namely synectics methods, matrices of correspondence of program competences to the components of the educational program, free associations, heuristic questions, non-imitation methods of learning and the inversion method, focused on the search for ideas for solving a creative task in new directions. Results: educational and professional program was developed for masters for the specialty 274 "Road transport" in the field of knowledge 27 "Transport". The educational program consists of 90 ECTS credits (study period 1 year and 4 months) and includes components of general training, components of professional training and two levels of selective components. Certification of higher education applicants is carried out in the form of a public defense of the qualification work. The qualification work involves the independent solution of a complex scientific or production problem in the field of road transport, which involves conducting research and/or implementing innovations and is characterized by the uncertainty of conditions and requirements. Main results of the qualification work must be tested, published and checked for plagiarism. It should not contain academic plagiarism, fabrication, falsification and should be made public on the official website of the institution of higher education or its structural unit, or in the repository of the institution of higher education. The scientific novelty of the work consists in the development of materials and the creation of new disciplines for training specialists who will be able to participate in the implementation of innovative information technologies in the transport industry of Ukraine to support the operational state of vehicles throughout their life cycle. The practical significance of the work lies in the possibility of using the results of the research in the development and updating of educational programs (curricula) dealing with the organizational and functional problems of modern road transport enterprises. The article examines the trend in the development of services and the provision of qualified electronic signatures and electronic seals for use by business entities, including those that use registrars of settlement transactions. It was determined that the development of digital methods of processing and receiving information by state bodies leads to the need for the mandatory use of digital technologies by business entities, which ultimately requires appropriate methodological support for the implementation of such changes in the field of the document flow of accounting, statistical and tax documents since certain reporting forms following tax legislation are sent to tax authorities exclusively in electronic form. The understanding of the concept of mandatory details of an electronic document, as well as its definition in the main legislative acts that are used by state bodies and to which the business entity submits financial, statistical and other types of reporting in electronic format, is analyzed. The main organizational advantages of conducting digital accounting due to the use of cloud technologies for storing information and electronic data on transactions carried out among counterparties for their further use in repetitive operations are presented, i.e., the creation of a modern working environment for further digital accounting and reporting, which ensures its functionality and physical security employees, economy and information flexibility. Organizational approaches to the system of digital accounting with the help of automated data collection and storage in cloud data warehouses for the formation of primary documents and reporting in real-time in terms of counterparties and standardized reporting forms are considered. It has been established that the development of digital accounting is a consistent trend of changing the state's approaches to interaction with business and is also directly related to the development of information technologies, and is an inevitable change to traditional paper approaches in the conditions of digital transformation of the world economy. 34. Why do people not attend public library programs in the current digital age? A mix method study in Hong Kong.

Purpose: The study aims to investigate the characteristics of the current situation of library programs and explore the possible reasons behind the low participation in Hong Kong. It focuses on the development of library programs in the era of digital technology, which can lead to discussion and reflections on the further development of library programs with innovative technology services. Design/methodology/approach: This study applied a mixed-method research approach to investigate the current situation of library programming and the reasons for low participation in Hong Kong. The first part analyzes the characteristics of library programs offered by the Hong Kong Public Libraries (HKPL) through data collection from the HKPL website. The second part of this study investigated the reasons behind the low participation in library programs through quantitative research through an online survey. Findings: The findings show that current library programs were dominated by reading activities and children's programs to a great extent, which both users and non-users are not very interested in. Further, most respondents expressed more interest in cultural and leisure events and hands-on activities (especially new technologies related) than traditional library programming. Many lapsed and non-users chose not to attend the library programs for boredom and uselessness. As a result, there is a need for HKPL to adjust its services to stay relevant to the needs and interests of local communities. Originality/value: Scant studies explored the reasons behind non-users of public library programs, especially in Asia. This research contributes to the literature by analyzing and proposing the characteristics of the current situation of library programs and exploring the possible reasons behind the low participation in Hong Kong. Purpose This study investigates the role of information technologies in enhancing organisational learning and knowledge management in South African rural universities, with the goal of improving access and educational outcomes for rural students. The research focuses on how digital tools can create more equitable learning environments and address the unique challenges faced by rural institutions. Study design/methodology/approach A scoping review of literature from 2000 to 2024 was conducted, employing the Diffusion of Innovation theory and Social Pedagogy Justice framework to analyse the impact of digital platforms on organisational learning and knowledge management in rural universities. The study examines how these tools can help bridge the gap between rural and urban students and address the challenges of limited resources and digital divides. Findings The study finds that information technologies can significantly improve organisational learning processes and knowledge management in rural universities by providing tools that promote inclusion and participation. Digital technologies, when thoughtfully implemented, can help reduce educational disparities by enhancing access to resources and supporting collaboration between students in urban and rural areas. The research suggests that a strategic approach to technology adoption, tailored to the local context, is key to achieving more equitable educational outcomes. Originality/value This research provides valuable insights for policymakers and educational leaders on how to leverage information technologies to advance social justice in education. By focusing on rural universities in South Africa, the study highlights the importance of addressing infrastructural and resource challenges while using digital tools to foster inclusion and equity. The findings offer practical strategies for enhancing the effectiveness of digital platforms in improving educational outcomes for traditionally underserved communities.

Introduction: Technology is revolutionizing diagnoses, treatments, and other procedures, offering constant innovations that promote healthcare efficiency and quality. Objective: Explore how nurses use information and communication technologies (ICT) to communicate with patients, uncover challenges in these interactions, and identify their needs. Methods: The scoping review methodology allowed us to identify studies encompassing three databases: LILACS, ScienceDirect, and PubMed. The systematic search strategy included Portuguese and English language articles published between 2014 and 2024 that were then screened and assessed for inclusion. A narrative synthesis was used to integrate and report the findings. Results: The analysis of the ten studies yielded five key findings: 1) the use of ICTs in nurse-patient communication; 2) enhanced communication skills; 3) perceived benefits; 4) challenges encountered; and 5) needs. It is evident that patient communication positively impacts health and is a valuable strategy to address the rising demand for healthcare services. Conclusion: These findings highlight communication skills that promote evidence-based practices and are required by professionals in an aging society and a totally digital and technologically dependent world. Specific training programs related to the development of effective communication skills by nurses with patients using ICT should be considered by nursing schools and health institutions.

Abstract This study aimed to explore the construction of an English language knowledge graph based on literature retrieval to support intelligent education. A questionnaire was administered to collect data on students’ experiences with traditional and technology-enhanced learning approaches. Literature was also retrieved and analyzed to populate the knowledge graph domains. The results showed that implementing a knowledge graph significantly improved learning personalization and fostered greater student engagement compared to conventional teaching methods. Real-time analytics and continuous feedback further optimized the learning process. Post-implementation assessments found notable gains in students’ academic performance and inclination toward English learning. The personalized, adaptive learning environment facilitated by the knowledge graph more effectively sustained interest and promoted achievement. In conclusion, knowledge graphs constructed through literature analysis hold promising potential for advancing English education when incorporated into intelligent tutoring systems. By mapping interconnections within the subject domain visually and computationally, they can power highly customized instruction tailored to individual needs.

Project management plays a critical role in boosting the success of organizations' projects. However, no matter how well a project is managed, changes are inevitable during its execution. It is crucial to evaluate the impact of these changes before implementing them to ensure they do not compromise the project's success. Existing techniques for assessing the effects of changes have several limitations—particularly in their failure to account for how changes might affect various aspects of project management, such as scope, cost, time, resources, communication, risk, procurement, or overall success. To overcome this limitation, this article introduces a new technique – the Project Change Canvas – that enables the systematic assessment of changes in information systems and technology projects by identifying and weighing their potential impacts across all relevant project management knowledge areas.
