Penelitian ini bertujuan untuk menganalisis komponen 4A dan strategi pengembangan komponen 4A yaitu Atraksi, Aksesibilitas, Amenitas dan Fasilitas Penunjang pada wisata bahari Pulau Kelapan. Pulau Kelapan memiliki banyak obyek wisata bahari yang potensial dan Pulau Kelapan merupakan bagian dari Kawasan Super Prioritas Pariwisata Andalan di Provinsi Bangka Belitung. Namun, potensi wisata bahari di Pulau Kelapan belum dikelola secara optimal oleh pemerintah daerah. Oleh karena itu, kondisi komponen obyek wisata bahari memiliki banyak kendala, seperti keterbatasan prasarana, kurangnya promosi, sarana dan prasarana penunjang masih sangat terbatas. Akibatnya, sektor pariwisata belum mampu memberikan pengaruh yang signifikan terhadap pertumbuhan ekonomi daerah. Metode penelitian ini bersifat deskriptif kualitatif, yaitu mendeskripsikan fakta dan secara nyata, melalui teknik pengumpulan data wawancara observasi dan dokumentasi informan penelitian menggunakan purposive sampling. Hasil penelitian menunjukkan bahwa pengembangan wisata bahari di Pulau Kelapan belum optimal, masih banyak yang perlu dikembangkan pada masing-masing komponen tersebut.

Lahan pertanian beririgasi di Daerah Irigasi Jatiluhur merupakan penghasil padi tertinggi di Jawa Barat dan penyumbang bagi padi nasional. Namun telah terjadi konversi lahan selama kuran waktu enam tahun sebesar 0,0082 atau terjadi penurunan luas lahan per tahun rata-rata 1.826,08 hektar dengan hasil rata-rata 5 ton per hektar maka kehilangan produksi padi sebesar 18.260,80 ton per tahun. Kondisi ini menjadi ancaman dan sekaligus tantangan bagi peran DI Jatiluhur dalam menghasilkan padi. Saluran Induk Tarum Barat memiliki konversi lahan yang tinggi dibandingkan dengan kedua Saluran Induk lainnya. Dampak konversi lahan terhadap para petani adalah status petani lebih banyak berubah menjadi petani penggarap karena tidak memiliki lahan dan semakin menyempitnya kepemilikan lahan menjadi < 0,5 hektar. Petani yang banyak terjadi perubahan akibat dampak konversi lahan berada di Saluran Induk Tarum Barat dengan tingkat konversi lahan yang lebih tinggi dibandingkan dengan kedua Saluran Induk lainnya. As part of strengthening food security and increasing farmers’ income, the government established a program to improve farmers' access to working capital. However, the absorption of subsidized credits is still much lower than the allocation of credits provided by the government. This study aims to analyze the factors that are likely to affect farmers' opportunities to access subsidized credit, and how the impact of access to credit affects the performance of paddy farming. The propensity score matching (PSM) method is employed in this research. The data in this study is from a farm household level survey. The results of the study showed that collateral, interest rate, farmer access experience to credit, farmer group quality, and financial literacy level have a significant effect on farmer accessibility to subsidized credit. Plantation sub-sector is one of the agricultural sector mainstays of the foreign exchange and source of household farmers’ income. Plantation development is intended to make it more efficient, productive and competitive in order to increase the income of coffee farmers and their families. The main problem is the poverty of coffee farmers. Coffee plantations owned by coffee farmers in Pati are still dominated by small-scale enterprises, technologically simple, and low income. With low capital conditions, to help increase production and income of coffee farmers, loans are channeled through savings and loan program by Sido Makmur farmer group as an economic empowerment program for coffee farmer households. The aim of this research was to analyze the impact of the loans from Sido Makmur farmer groups toward household economy of coffee farmers. The study was conducted in coffee plantations in Klakahkasihan Village, Gembong, Pati. Cross - section data from Sido Makmur farmer group in Klakahkasihan village were collected directly from 52 respondents; they were 32 farmers who took the loans and 20 farmers who did not. The method used to analyze the data is simultaneous equation model. The results showed that loan has a negative impact on coffee production. It means that less amount of loan taken will improve coffee production. However, the loan has a positive impact on the non - food household consumption, meaning that greater loan taken will increase the household consumption of non – food goods. It can be concluded that this loan failed to help increase the production of coffee, because coffee farmers used it for the household consumption of non – food goods. This study examined the influence of bureaucratic reform policies that have been implemented at Training and Education Center of Budget and Treasury, Ministry of Finance since 2007 on employee performance. Bureaucratic reform in its implementation using the concept of two-way social approach, ie persuasive and coercive. Persuasive approach to drive performance through improved remuneration. While the approach of coercion restriction or supervision, and strict punishment to avoid attitudes and behaviors that can be detrimental to the organization through the dimensional change of mindset, structuring the organization and business process, and discipline improvement and human resource management. This study used a quantitative approach with a survey method. The results showed that the bureaucratic reform give an effect and improve the employee performance. Base on the result, it is recommended that bureaucratic reform policy can be implemented to other ministries and institutions to improve the employee performance.

Agribusiness and Rural Entrepreneurship Development Program (PUAP) is one of the poverty reduction programs in rural areas under the coordination of the National Program for Community Empowerment. PUAP program provides capital assistances for farmer group members i.e. land owning farmers, tenant farmers, farm laborers, and farm households coordinated by the Joint Farmers Group. The objective of this study was to formulate the best strategy to overcome poverty in rural areas. The analytical methods utilized in this were Double Difference and Quantitative Strategic Planning Matrix (QSPM) analyses. The results showed that PUAP program has a significant impact on an increase in rice production per hectare and in income of farmers in Jati village respectively reaching up to 641.14 kg and Rp 878.358 larger than those in Jamali village in which PUAP program was not applied. Thus, QSPM analysis was carried out by an elaboration of eight key strategies with internal and external strategic factors to achieve the best strategy. The calculation result of Total Attractiveness Scores (TAS) showed that the strategy to strengthen human resources and institutional farmers through a special education program for agribusiness management development for farmers is perceived to be the most efficient strategy.Keywords: poverty, rural, PUAP, TAS, QSPMABSTRAKProgram Pengembangan Usaha Agribisnis Perdesaan (PUAP) merupakan salah satu program pengurangan kemiskinan di perdesaan di bawah koordinasi Program Nasional Pemberdayaan Masyarakat Mandiri sebagai program pemberdayaan masyarakat. Program PUAP memberikan bantuan modal usaha bagi petani anggota kelompok tani, baik petani pemilik, petani penggarap, buruh tani, maupun rumahtangga tani yang dikoordinasikan oleh Gabungan Kelompok Tani. Tujuan penelitian ini adalah untuk memformulasikan strategi terbaik penanggulangan kemiskinan di perdesaan. Metode analisis dalam pnelitian ini menggunakan analisis Double Difference dan analisis Quantitative Strategic Planning Matrix (QSPM). Hasilnya menunjukkan bahwa program PUAP telah memberikan dampak signifikan terhadap peningkatan produksi padi per hektar dan pendapatan petani di Desa Jati masing-masing sebesar 641,14 kg dan Rp878.358 lebih besar dibandingkan dengan produksi padi dan pendapatan petani di Desa Jamali yang tidak menerima Program PUAP. Hasil analisis QSPM, yaitu dengan mengelaborasikan delapan strategi kunci tersebut dengan faktor-faktor strategis internal dan eksternal untuk mendapatkan strategi yang terbaik. Hasil perhitungan Total Attractiveness Scores (TAS) menunjukkan bahwa strategi penguatan sumberdaya manusia dan kelembagaan petani melalui program pendidikan khusus pengembangan manajemen agribisnis bagi petani adalah strategi yang terbaik. The development of the domestic banking business requires stakeholders to expose their best performance with any available resources they own. The performance assessment owned by a company should encourage motivation to increase productivity for each employee. Productivity, as a measure of employee performance, is an important factor for a company in achieving its goals. This study aims to analyze the influence of performance assessment on employee performance, particularly in the marketing field. Thus, partial least square (PLS) was utilized to examine the influence of performance assessment on performance. The result shows that the assessment contributes an influence on the motivating factor reaching up to 78%, while the motivating factor affects the performance as much as 44%. Hence, it can be concluded that the assessment of performance affects the employee performance in the presence of motivation supporting factor.Keywords: motivation factor, performance assessment, performance, PLSABSTRAKPerkembangan bisnis perbankan dalam negeri menuntut seluruh stakeholder menunjukkan kinerja terbaik dengan seluruh sumber daya yang dimiliki. Penilaian kinerja yang dimiliki oleh suatu perusahaan seharusnya dapat menjadi alat yang mampu mendorong motivasi untuk meningkatkan produktivitas bagi masing-masing karyawan. Produktivitas sebagai tolak ukur kinerja karyawan merupakan faktor penting bagi suatu perusahaan dalam mencapai tujuannya. Penelitian ini bertujuan menganalisis pengaruh penilaian kinerja terhadap kinerja khususnya karyawan pemasaran. Pengujian pengaruh penilaian kinerja terhadap kinerja menggunakan partial least square (PLS). Hasilnya adalah penilaian kinerja memengaruhi faktor pemotivasi sebesar 78%, sedangkan faktor pemotivasi memengaruhi kinerja sebesar 44%. Coffee Commodities in Pati were undeveloped compared to some other areas in Central Java as a coffee production center. Coffee farmers have some problems in the production of coffee: scarcity of subsidized fertilizers, difficulty to take credit, lack of dried coffee beans, and damaged roads that lead to expensive production costs. Coffee farmers play a role in the production activities as decision makers that will directly affect income. The aim of this research was to identify factors that influence the decision of coffee farmers to take credit. The study was conducted in coffee plantations of Klakahkasihan Village, Gembong, Pati. Cross-section data from Sido Makmur farmer group in Klakahkasihan village were collected directly from 52 respondents. They were 32 farmers who took and 20 farmers who did not take credit. The method used to analyze was probit method analysis. The results showed that the land area and the age of coffee plant variables had a negative coefficients, which means the smaller the land area and the younger the coffee plants, the higher the chances to take the credit. While the number of family members had a positive coefficient, which means that the greater the number of family members, the more chances farmers will take credit. The implementation of fiscal decentralization in accordance with Law No 32/2004 regarding local government and No. 33/2004 regarding inter-government fiscal relationship was considered as the new era management and local goverment budgets. The objectives of this study are (1) to analyze factors affecting regional fiscal performance, regional economy performance, poverty ond food security performance, (2) to evaluate impact of fiscal decentralization policy on poverty and food security in West Java.The descriptive analysis and simultaneous econometrical models were used in this study, using pooled time series data of 1995-2005 and cross section data of 13 kabupaten estimated using the 2SLS method. The result of the study shows that the DAU was the source of 68 persen of regional income.The routine expenditures were the largest regional expenditures (77 persen). The policy of increasing wages of agricultural has affectively increased food security and poverty alleviation in West Java.

EnglishAs one of the five most populous countries in the world, Indonesia has a big challenge to meet the food needs of its people. Food diversification has long been an important agenda of the national agricultural development planning program, but the achievement, however, remains disappointing. This paper aims to analyze the impacts of rice input, output and trade policy on diversification of major staple food consumption and production. This study analyzes four main staple foods, i.e. rice, maize, cassava, and wheat using national series data for the period of 1981-2013. The System of Simultaneous Equations Model consisting of 22 structural equations and 31 identity equations were estimated using a Two-Stage Least Square method. The results show that single policy instrument of reducing fertilizer and seed subsidies and increasing the government purchasing price policy increase diversification of food consumption and production. Increasing rice import tariff is not effective to improve either consumption nor production diversification, but rice import ban could improve consumption diversification. Increasing the government purchasing price is not quite effective as the compensation for the fertilizer subsidy reduction. The fertilizer subsidy reduction policy should be conducted gradually. Seed subsidy reduction combined with rice import ban is considered as an alternative to the existing policy. IndonesianSebagai salah satu dari lima negara dengan penduduk terbesar di dunia, Indonesia mempunyai tantangan cukup besar dalam pemenuhan konsumsi pangan penduduknya. Diversifikasi pangan sudah lama menjadi salah satu agenda penting dalam program nasional pembangunan pertaniani namun pencapaiannya masih jauh dari yang diharapkan. Penelitian ini bertujuan untuk menganalisis dampak kebijakan input, output, dan perdagangan beras terhadap diversifikasi produksi dan konsumsi pangan pokok yaitu, beras, jagung, ubi kayu, dan terigu, untuk data tingkat nasional tahun 1981–2013. Penelitian ini menggunakan model persamaan simultan, terdiri atas 22 persamaan struktural dan 31 persamaan identitas yang diestimasi dengan metode Two Stage Least Square (2SLS). Hasilnya menunjukkan bahwa kebijakan tunggal baik pengurangan subsidi pupuk dan benih, maupun kebijakan menaikkan Harga Pembelian Pemerintah mampu meningkatkan diversifikasi produksi dan konsumsi pangan pokok. Kebijakan tarif impor beras tidak efektif untuk meningkatkan diversifikasi konsumsi dan produksi pangan pokok, tetapi kebijakan pelarangan impor dapat meningkatkan diversifikasi konsumsi pangan. Kebijakan peningkatan harga pembelian pemerintah terbukti kurang efektif sebagai kompensasi pengurangan subsidi pupuk. Kebijakan pengurangan subsidi pupuk harus diterapkan secara bertahap. Pengurangan subsidi benih yang disertai dengan pelarangan impor dapat menjadi kebijakan alternatif saat ini.

English Nowadays, the Indonesian local demand of whimsical and fresh milk hasn’t fulfilled yet by its cattle cow breeding subsector and local milk industries. It is caused by the reason of less amount of diary cows population which is dominated by small scale cattle cow breeding so that understanding about the expansion of diary farming is important in determining the suitable credit scheme for each diary scale farming. This paper is an attempt to solve problems which common happen in diary farming, enclosing profit function, relative economy efficiency, and credit scheme for expantion of cattle cow breeding. The study was condusted in Kebon Pedes village, which is known as one of central diary cows production area in Bogor City. This study of case used tools such as The Unit Output Price Profit Function (UOP) model, income analysis, and also cashflow. The finding shows that the small diary farming less profitable relatively compared with the middle and big diary farming. Indonesian Permintaan komoditas susu masyarakat Indonesia sampai saat ini masih belum terpenuhi oleh subsektor peternakan dan industri pengolahan susu dalam negeri. Kondisi ini terjadi akibat pada umumnya skala usaha peternakan sapi perah di Indonesia masih kecil-kecil sehingga menyebabkan masih rendah populasi jenis ternak ini. Oleh sebab itu sangat penting untuk mendalami mengenai masalah pengembangan skala usaha peternakan sapi perah rakyat. Makalah ini berupaya memecahkan permasalahan yang terdapat dalam kegiatan usahaternak sapi perah, meliputi fungsi keuntungan, efisiensi ekonomi dan skema kredit untuk pengembangan usaha peternakan sapi perah rakyat. Penelitian dilakukan di Kelurahan Kebon Pedes Kota Bogor yang merupakan sentra produksi susu sapi segar di wilayah Bogor. Studi kasus ini menggunakan alat analisis berupa model fungsi keuntungan Unit Output Price Profit Function (UOP) dan analisis pendapatan serta cashflow. Hasil penelitian ini menunjukkan bahwa usaha peternakan sapi perah skala kecil relatif kurang menguntungkan dibandingkan dengan usaha peternakan skala menengah dan besar.

Program kredit tebu rakyat melalui kemitraan terutama upaya untuk meningkatkan produksi tebu dengan penyediaan kredit untuk sarana produksi. Tujuan penelitian ini adalah untuk mengetahui keuntungan pro-duksi tebu rakyat dengan bantuan kredit dan menjelaskan faktor-faktor yang mempengaruhi keun-tungan produksi tebu. Penelitian ini menggunakan data selama satu musim tanam 2013/2014. Pengambilan sampel dilakukan secara purposive, dengan kriteria (1) petani tebu rakyat yang memperoleh kredit KKP-E; (2) luasan lahan >1,0 ha dan jumlah sampel ditentukan secara quota sampling sebanyak 30 orang. Kuesi-oner terstruktur digunakan untuk mengumpulkan data produksi dan pendapatan petani, didukung dengan data sekunder. Statistik deskriptif seperti rata-rata, standar deviasi, nilai minimum, dan maksimum diguna-kan dalam analisis data. Analisis benefit dan cost digunakan untuk menghitung keuntungan, sementara ana-lisis regresi linier berganda digunakan dalam mengidentifikasi faktor-faktor yang mempengaruhi keuntungan per hektar. Hasil penelitian menunjukkan bahwa keuntungan rata-rata per hektar sebesar Rp12.400.000,00. This research is aimed to determine the farmers’ profit of one hectare sugarcane production and to explain factors that affect the profit. This study used data of 2013/2014 sugarcane planting season. Samplings were taken purposively with criteria: (1) the farmers received KKP-E credit scheme, (2) the land ownership was >1.0 ha, and the number of samples were determined using quota sampling for 30 farmers. Structured questioners were used to collect data on production and income of the farmers, which were also supported by secondary data. Description statistics such as means, standard deviation, minimum, and maximum values were used for data analyses. Benefit and cost analysis were used to calculate the profits, while the multiple linear regression analysis is used to identify the factors that affect the profit per hectare.
