This article focuses on the role of Mohmaed ElBaradei, director general of International Atomic Energy Agency on the nuclear arm control. The agency is mostly focused on the development of nuclear energy for peaceful purposes, but after the first Gulf War in 1991, the IAEA was mandated by the Security Council Resolution 687 to destroy, remove harmless nuclear weapon programs of Iraq. Nuclear Threat Initiative is a disarmament group which supports the notion that to reduce the risk of proliferation, an international organization like the IAEA should supply uranium to those countries, who are interested in improving their nuclear capabilities for peaceful purposes. A recent initiative from ElBaradei includes a recommendation for a five-year moratorium on the construction of new uranium enrichment plants and plutonium reprocessing facilities which accompany the development of nuclear weapons. ElBaradei is trying to explore multilateral ways to control nuclear proliferation for weapons production. In 2002, the International Atomic Energy Agency (IAEA) began investigating allegations that Iran had conducted clandestine nuclear activities. Ultimately, the agency reported that some of these activities had violated Tehran's IAEA safeguards agreement. The IAEA has not stated definitively that Iran has pursued nuclear weapons, but has also not yet been able to conclude that the country's nuclear program is exclusively for peaceful purposes. The IAEA Board of Governors referred the matter to the U.N. Security Council in February 2006. Since then, the council has adopted five resolutions, the most recent of which (Resolution 1835) was adopted in September 2008. The Security Council has required Iran to cooperate fully with the IAEA's investigation of its nuclear activities, suspend its uranium enrichment program, suspend its construction of a heavywater reactor and related projects, and ratify the Additional Protocol to its IAEA safeguards agreement. However, a November 2009 report from then-IAEA Director-General Mohamed ElBaradei to the agency's Board of Governors indicated that Tehran has continued to defy the council's demands by continuing work on its uranium enrichment program and heavy-water reactor program. Iran has signed, but not ratified, its Additional Protocol. Iran and the IAEA agreed in August 2007 on a work plan to clarify the outstanding questions regarding Tehran's nuclear program. Most of these questions have essentially been resolved, but ElBaradei told the agency's board in June 2008 that the agency still has questions regarding "possible military dimensions to Iran's nuclear programme." The IAEA has reported for some time that it has not been able to make progress on these matters. This report provides a brief overview of Iran's nuclear program and describes the legal basis for the actions taken by the IAEA board and the Security Council. It will be updated as events warrant. Mohamed ElBaradei, head of the International Atomic Energy Agency (IAEA), condemned the recently uncovered nuclear activities of both Iran and Libya as a violation of the non-proliferation regime. Iran spent the week lobbying IAEA board members to block criticism of its failure to tell the agency of plans and parts for more sophisticated uranium-enriching centrifuges than it had previously owned up to, and for covering up past experiments with polonium, a material that can help trigger a nuclear bomb. The IAEA is most concerned about traces of militarily useful highly-enriched uranium found in Iran: contamination from imported machinery, claims Iran, though inspectors have yet to be given permission to take samples in Pakistan, the suspected place of origin. Meanwhile, sample analysis suggests that Iran may also have bought some enriched uranium on the black market. Iran's nuclear programme seems more and more to resemble those of Libya and North Korea: all bought from the same Pakistan-centred supply network.
