English Abstract: The certification of 'clean beaches' is an instrument of public policy which seeks to safeguard both the health of beach users and the characteristics of the area which make it attractive for their use. In order to certify a beach as 'clean', we suggest the incorporation of beach users' perceptions into the process as a means to generate responses regarding issues of cleanliness and environmental care which certifiers may not have previously perceived. In this study, two methods of beach evaluation were employed, one using measurable indicators, the other utilizing beachgoer's perceptions of three beaches (Caleta, Condesa, and Revolcadero) located in Acapulco, Guerrero, a city in Mexico known for its touristic appeal. Initial assessment was completed via a 93-point descriptive index that evaluated nine certification criteria: quality of water, sand, and air, infrastructure, security and services, biodiversity, environmental education, and beauty of the terrestrial and marine landscapes. Afterwards, the perceptions of 390 users were evaluated via a 37 question survey regarding their profile, recreational habits, and opinion on the biophysical conditions and infrastructure of the beaches. The results of the preliminary indexing study show that none of the three beaches qualifies as certifiable, and according to users the three beaches are different. Therefore, and in response to the deficit of certifiable qualities of the three beaches, a management plan proposal was developed that incorporates user opinions from each beach. The author hopes that user perceptions will be included in a manner that facilitates and supports the certification process of the three beaches in the future.
