The article presents updates concerning the Art Libraries Society of North America (ARLIS/NA) as of December 1, 1987. It reports on the ARLIS/NA 15th Anniversary Fund Drive which aimed to raise $15,000, the proceeds of which will solely support the publication of the society's occasional papers. The fund drive which was officially launched at the society's membership meeting has as to date raised a total of $2,515. It also reports that the 1987 ARLIS/NA Handbook and List of Members is currently in production. The Western Regional Meeting of the society is scheduled for July 8 to 10, 1987.

Getting science policy right is a core objective of government that bears on scientific advance, economic growth, health, and longevity. Yet the process of science is changing. As science advances and knowledge accumulates, ensuing generations of innovators spend longer in training and become more narrowly expert, shifting key innovations (i) later in the life cycle and (ii) from solo researchers toward teams. This paper summarizes the evidence that science has evolved-and continues to evolve-on both dimensions. The paper then considers science policy. The ongoing shift away from younger scholars and toward teamwork raises serious policy challenges. Central issues involve (a) maintaining incentives for entry into scientific careers as the training phase extends, (b) ensuring effective evaluation of ideas (including decisions on patent rights and research grants) as evaluator expertise narrows, and (c) providing appropriate effort incentives as scientists increasingly work in teams. Institutions such as government grant agencies, the patent office, the science education system, and the Nobel Prize come under a unified focus in this paper. In all cases, the question is how these institutions can change. As science evolves, science policy may become increasingly misaligned with science itself-unless science policy evolves in tandem. This paper studies how communication allows for the specialized acquisition of knowledge. It shows that a knowledge-based hierarchy is a natural way to organize the acquisition of knowledge when matching problems with those who know how to solve them is costly. In such an organization, production workers acquire knowledge about the most common or easiest problems confronted, and specialized problem solvers deal with the more exceptional or harder problems. The paper shows that the model is consistent with stylized facts in the theory of organizations and uses it to analyze the impact of changes in production and information technology on organizational design. This section offers updates on several conferences held in the U.S. on February 1983 which focused on art documentation. Conservators met in May and in September 1982 in the U.S. and addressed a number of areas of concern. The Tenth Annual Meeting of the American Institute for Conservation (AIC), was held in Milwaukee, Wisconsin, from May 26 to 30, 1982 and contained a wealth of information for those interested in book and paper conservation. The 1982 Congress of the International Institute for Conservation of Historic and Artistic Works, the parent of AIC, was held in Washington, D.C. from September 3 to 9, 1982. Over 700 delegates from around the world attended. Its theme was Science and Technology in the Service of Conservation, and papers focused on the collaboration between conservators and scientists. The Society of American Archivists met in Boston, Massachusetts from October 19 to 22, 2005. Its theme was Only One Among Many: Cooperation and Coordination among Allied Disciplines and Professions.

Property rights are one of the most fundamental and highly robust institutions supporting economic performance. However, the channels through which property rights are achieved are not adequately identified. This paper is a first step toward unbundling the black box of property rights into a formal and aninformal component.We empirically determine the significance of both informal and formal rules in securing property rights. We find that when both components are included in the analysis, the impact of formal constraints is greatly diminished, while informal constraints are highly significant in explaining the security of property. These results are robust to a variety of model specifications, multiple instrumental variables, and a range of control variables. [ABSTRACT FROM AUTHOR]

This paper examines the incentives of private actors to invest in cybersecurity. Prior analyses have examined investments in security goods, such as locks or safes, that have the characteristics of private goods. The analysis in this paper extends this analysis to examine expenditures on security goods, such as information, that have the characteristics of public goods. In contrast to the private goods case, where individual uncoordinated security expenditures can lead to an overproduction of security, the public goods case can result in the underproduction of security expenditures, and incentives to free ride. Thus, the formation of collective organizations may be necessary to facilitate the production of public security goods, and the protection of information produced by the collective organization should be a central feature of such organizations. This paper evaluates the importance of "property rights institutions," which protect citizens against expropriation by the government and powerful elites, and "contracting institutions," which enable private contracts between citizens. We exploit exogenous variation in both types of institutions driven by colonial history and document strong first-stage relationships between property rights institutions and the determinants of European colonization strategy (settler mortality and population density before colonization) and between contracting institutions and the identity of the colonizing power. Using this instrumental variables approach, we find that property rights institutions have a first-order effect on long-run economic growth, investment, and financial development. Contracting institutions appear to matter only for the form of financial intermediation. A possible explanation for this pattern is that individuals often find ways of altering the terms of their formal and informal contracts to avoid the adverse effects of weak contracting institutions but find it harder to mitigate the risk of expropriation in this way. Bias in the composition of interest communities is often explained by reference to variations in the collective action constraint facing voluntary and nonvoluntary organizations. But with the exception of literature on PAC formation, studies of direct institutional mobilization are rare. More often than not, their mobilization advantages vis-à-vis problems of collective action are simply assumed. This paper fills this gap by testing the collective action hypothesis on direct institutional mobilization. We argue that the PAC studies are flawed as tests of this hypothesis; they study the wrong mode of political activity and use selective samples and limited research designs. We develop a new test using state data on seven types of institutions to solve these problems. We also compare the collective action problem facing institutions to the related problems facing voluntary organizations. We find strong evidence of collective action problems in institutional mobilization, problems that make interest populations of nonvoluntary and voluntary organizations appear far more similar than commonly thought. This paper develops a theory of the allocation of formal authority (the right to decide) and real authority (the effective control over decisions) within organizations, and it illustrates how a formally integrated structure can accommodate various degrees of "real" integration. Real authority is determined by the structure of information, which in turn depends on the allocation of formal authority. An increase in an agent's real authority promotes initiative but results in a loss of control for the principal. After spelling out (some of) the main determinants of the delegation of formal authority within organizations, the paper examines a number of factors that increase the subordinates' real authority in a formally integrated structure: overload, lenient rules, urgency of decision, reputation, performance measurement, and multiplicity of superiors. 31. Monitoring and Hierarchies: The Marginal Value of Information in a Principal-Agent Model.

This paper considers imperfect information about the agent's effort in a principal-agent relationship. It is shown that, under some smoothness conditions, the marginal value of such information, at the point of no information, is zero. This result is used to analyze the optimal level of monitoring in an organization and the nature of hierarchical organizations. In this paper, I have examined the nature of monitoring in a principal-agent model and its implications for organizational structure. I showed that, under some smoothness assumptions, there are initially increasing returns to information, and I explored the implications of this result for the hierarchical structure of an organization. In particular, I clarified some issues of decentralization: the distinction between a "factory" and "putting-out" system and the degree of decentralization of payment decisions. I focused on the determination of optimal monitoring and of optimal payment rules in a general framework. In the U.S., university presses, academically oriented commercial publishing houses and the textbook divisions of commercial publishers publish Anthropology books. Despite the fragmentation of the field and the lack of anthropologists and students, book publishing in anthropology has remained healthy.

The article highlights the joint session of the Art Libraries Society of North America and the College Art Association that was held at the Omni-Shoreham Hotel in Washington on February 21, 1991. Alfred E. Willis, the moderator of the session, introduced the subject "The Art History Information System," to build on the 1990 joint session which was entitled "Anticipating Art History's Needs: The Role of Art Research Institutions in Interdisciplinary Study." Willis stated that art historians participate in a complex social system that includes artists, curators and a variety of information professionals. Papers that were submitted for the session offered different perspectives on the art history information system in mutation.

The article presents reports related to the American Society of Naturalists (ASN) chronicling the activities of the society. The secretary's activities this year were focused on conducting the annual election. Balloting was strictly electronic. Michele Dudash presented the 2004 Treasurer's Report. She reported that the ASN's investments, now managed by Betsy Etges of Morgan Stanley, are performing as well as can be expected given the current financial market and the size of the funds. Kari Roane of the University of Chicago Press presented the business report. Circulation of the journal "The American Naturalist" is on a downward trend and has fallen 10% this past year, reflecting the trend in other membership-based societies. Michael Whitlock presented the 2005 American Naturalist editor's report. Betsy Etges of Morgan Stanley presented an ASN financial report. The society's previous arrangement involved multiple investments and eroding finances; ASN now has a consistent and committed broker and CPA, and fees have been halved. The issue of student travel awards was revisited. Michele Dudash proposed that for 2006 and future domestic meetings, ASN will offer 10 awards of $300 each to students.

This paper interprets John Dewey's understanding of the political function of local associations in terms of his aesthetic theory. Through this analysis it becomes clear that Dewey saw the spatio-temporal, or aesthetic, fragmentation of modern institutions, media, and ideas as undermining citizens' ability to perceive the relationships between themselves and society. This phenomenon causes the individual to become "lost" and unaware of how public events impact his/her individual life. It then shows that Dewey's concern with social aesthetics is shared by an increasing number of contemporary empirical and theoretical works. Finally through analyzing the unique aesthetic characteristics of American pioneer life, it claims Dewey suggests that the construction of associations would assist the individual in locating himself/herself in fragmented society and therefore realizing the public implications of his/her seemingly isolated actions. The article focuses on the meeting of the Travel Award Committee of the Art Libraries Society of North America. The meeting was attended by members of both the 1986 and 1987 Committees and was presided by Lynette Korenic over the beginning of the meeting. The meeting was turned over to the 1987 Chair James Carmin who raised issues that the committee should pursue in 1987, including the establishment of additional guidelines addressing eligibility requirements that restrict Travel Award Committee members from applying for an award while serving on the committee.

The paper examines whether unionization by workers discourages the adoption of labor-saving techniques. This is done in the context of an oligopolistic industry with a small number of firms, some of which are unionized. We find that unionization can actually encourage the adoption of labor-saving technology, provided that the technological improvement is mild and that demand is sufficiently high (or demand elasticity sufficiently low). If there is an effective threat of entry that causes the union to moderate its wage demands, then unionization may encourage the adoption of new technology even at low levels of demand. This paper examines how measurement error biases longitudinal estimates of union effects. It develops numerical examples, statistical models, and econometric estimates which indicate that measurement error is a major problem in longitudinal data sets, so that longitudinal analyses do not provide the research panacea for determining the effects of unionism (or other economic forces) some have suggested. There are three major findings: (1) The difference between the cross-section and longitudinal estimates is attributable in large part to random error in the measurement of who changes union status. Given modest errors of measurement, of the magnitudes observed, and a moderate proportion of workers changing union status, also of the magnitudes observed, measurement error biases estimated effects of unions downward by substantial amounts. (2) Longitudinal analysis of the effects of unionism on nonwage and wage outcomes tends to confirm the significant impact of unionism found in cross-section studies, with the longitudinal estimates of both nonwage and wage outcomes lower in the longitudinal analysis than in the cross-section analysis of the same data set. (3) The likely upward bias of cross- section estimates of the effect of unions and the likely downward bias of longitudinal estimates suggests that, under reasonable conditions, the two sets of estimates bound the "true" union impact posited in standard models of what unions do. The 1990 Art Documentation and ARLIS/NA Update Advisory Board focused on a review of the past activities of this group. The purpose and goals of the board were covered at the 1991 business meeting of the group. On March 12, 1991, the Cataloging Advisory Committee held its annual meeting, in which the committee discussed several important issues. One of which was the proposed use of the Cataloging Section column in "ARLIS/NA Update" as a forum for a collective tracking project focused on local subject headings.

John Harsanyi has provided an intriguing argument that social welfare can be expressed as a weighted sum of individual utilities. His theorem has been criticized on the grounds that a central axiom, that social preference satisfies the independence axiom, has the morally unacceptable implication that the process of choice and considerations of ex ante fairness are of no importance. This paper presents a variation of Harsanyi's theorem in which the axioms are compatible with a concern for ex ante fairness. A paper titled "An Outline for a Course of Study in Nature-Study and Geography for the Period of Adolescence," was also discussed by Zonia Baber. For adolescents study should be extensive and cover a wide range of topics. For them it is necessary to include fieldwork in their curriculum.
