The article reports that OCLC Online Computer Library Center Inc. has added two new databases to its reference services, FirstSearch and EPIC. ProceedingsFirst and PapersFirst index conference papers, sources of leading-edge research. ProceedingsFirst offers tables of contents and lists papers from worldwide conferences, professional meetings and symposia and provides an overview of the activities at such meetings. PapersFirst indexes individual papers presented at conferences, symposia and meetings worldwide. In PapersFirst, each paper is described with keywords and a description of up to 1,500 characters. The file is expected to grow by 500,000 papers each year. ProceedingsFirst and PapersFirst are available on a per-search basis, through subscription and as part of the FirstSearch Base Package. The FirstSearch service is designed for library patrons, with an end-user interface that allows patrons to move easily through the online search process in just a few steps, without training or online searching experience.

This article announces that Nature Publishing Group and the Allen Institute for Brain Science has launched the Neuroscience Gateway, a free online resource for neuroscience and genomics research. The Neuroscience Gateway, which was available in early May 2006, provides the latest papers, neuroscience news, and free access to highlights lights of key articles. It will also provide free access to highlighted primary research papers from journals in the Nature family as well as direct access to the Allen Brain Atlas, a freely available scientific resource developed by the Allen Institute.

ISI ResearchSoft announced the release of WriteNote, a Web-based research and writing tool designed for the undergraduate market. Sold as an annual, sitewide subscription to the institution, WriteNote is designed to help students conduct research and compose papers. WriteNote, which is customized for each campus, takes students to their library resources. There, users can search for relevant content and capture references into their personal library folders. They can also annotate and save Web pages for citing in their papers..

The article presents information on the electronic publishing software Folio VIEWS 3.0. Folio Corp., a wholly owned subsidiary of Mead Data Central Inc. and the developer of Folio VIEWS 3.0, defines electronic publishing as publishing information in an online, electronic medium, rather than on paper. The old standard involves paper, books and other printed material in the form of anything one can pick up and read without the aid of a computer or some other electronic device. The new paradigm involves an electronic publishing solution that provides users, according to Folio's marketing information, with three essential elements: the ability to quickly find the right information in the right context, the ability to easily revise the information to suit a particular need, and the ability to share and collaborate on information simultaneously in a workgroup. At the heart of understanding and using VIEWS 3.0 is an understanding of the term infobase. In Folio VIEWS 3.0 online and printed documentation, the online documentation includes several sample infobases, including a detailed online tutorial, and help infobases.

This article reports on SocINDEX databases offered by EBSCO Publishing as of June 2005. SocINDEX and SocINDEX with Full Text are now available via EBSCOhost. SoclNDEX features more than 1.3 million records with subject headings from a 15,000-term sociology-specific thesaurus as welt as abstracts for more than 620 core journals dating back to 1895. It also provides priority coverage of more than 500 journals and selective coverage of more than 1,070 other journals. Indexing for books, conference papers, and other sources is included, as are searchable cited references. SoclNDEX with Full Text provides the same indexing and abstracts as Soc-lNDEX, as well as the full text of 72 priority journals and 241 core journals dating back to 1895. The database also includes the full text of 545 books and 6,711 conference papers.

This article reviews the Learner's Library (LL) database produced by Knowledge Ventures Inc. It is a database of multidisciplinary, full-text journal articles intended primarily for college students. Social science has the largest number of titles, with approximately 80. Arts and humanities, science and current events each have about 50 and business has about 20. The database's search results are often thin and spotty, with the same few periodicals providing the bulk of the retrieval in a given search. It uses relevance searching and there is no field limiting or data searching. It is the only service that has only one search method. An LL search identifies the passage within the individual document that has the highest occurrence of search terms and it sorts results accordingly. The idea is that users do not have to read through a lengthy and difficult article. Users just cut the database's quote and paste it into their research paper. There are two major faults with the database's searching. First, searches are full of duplicates. Moreover, the documents provided lack original graphics such as tables, charts and illustrations. LL is a subscription service that is sold to individuals. The cost is $9.95/week, $24.95/month, $49.95/6 months and $74.95/year.

This article reports that The Virginian-Pilot and The Ledger-Star have joined 62 other U.S. newspapers online with Vu/Text in 1990. Both papers provide in-depth coverage of area military installations, including the world's largest naval installation, Norfolk Naval Base in Virginia. Other military posts include headquarters of the North Atlantic Treaty Organization, Norfolk Naval Air Station, and Oceana Naval Air Station. Related industries such as shipbuilding and repairing are also covered by the papers. The article claims that the increase of scientific activity in biotechnology and materials science is manifested by the increasing number of abstracts in the Chemical Abstracts Service (CAS) database from 1984 to 1989. According to an analysis of five-year data from 1984 to 1989, abstracts are designated to one of 80 subject sections of the CAS database. Among the subject sections that grew more than 30% between 1984 and 1989 include immunochemistry, fermentation and bioindustrial chemistry, and essential oils and cosmetics.

This article focuses on the things that online users hate about Web sites and the Internet. Sree Sreenivasan, a journalism professor at Columbia University, wrote a column titled Stuff I Hate, for PoynterOnline in 2005. He wrote a similar piece in 2003. In each, he asked readers to tell him what they hated online. Responses to his most recent article indicate that things haven't really improved. For example, there are still plenty of Web sites that don't include easy-to-find contact information. One person complained about going to a newspaper Web page and not being able to figure out where the paper is located. A medical writer said he was frustrated by Web stories without a date because he can't tell how fresh or how stale the information is. Other peeves included slow-loading home pages, often due to promiscuous use of music or graphics; pages that mess with a user's browser; Web sites that require downloading special software in order to access content; sites that present a seizure-inducing Flash introductory page; and links that start the download of unexpectedly large portable document format files without warning.

This article provides information on the Web portal, DocuTicker. In 2004, Gary Price planned to spin off a new Weblog from his popular ResourceShelf. This one would be devoted, purely and simply, to identifying new reports from government agencies, trade associations, think tanks, non-governmental organizations, and other organizations that releases research studies, and position papers. Since then, DocuTicker has taken on a life of its own. DocuTicker is never lacking for sustenance. Substance, on the other hand, is a separate issue. Substance, like beauty, is definitely in the eye of the beholder. This can be heard from journalists who have gotten story ideas from things they have seen on DocuTicker. From people who latch onto an interesting item and wonder where they can find similar material. And also from folks who feel that there are too much liberal stuff or too much conservative stuff posted at the site. DocuTicker does not have an ideological slant. Basically, they post anything that someone might want to read because the topic is current, it contains potentially useful statistics, and a helpful bibliography is included. However, DocuTicker does not include commentary from its contributors Internet.

The article features the PROMT database from Predicasts. There are new types of record added to the PROMT database, including annual reports, news releases, brokerage form reports, Securities and Exchange Commission new corporate filings. The only flaw of the PROMT database is its Full Text feature. Most of the records of PROMT maintain their conventional form, which features a citation and long abstract with Predicast codes and descriptors. However, in the spring of 1990, the full text version of the long articles will be featured as a non-searchable display format.

The article presents information on Write-once discs. CD-ROM is classified as a read-only type of optical disc; the user gets a prerecorded disc to which data cannot be written, only read. Write-once discs allow the user to record data locally, and the data cannot be altered once recorded. Erasable optical discs are not yet commercially available, but will allow disc sectors to be rewritten. Applications for write-once discs encoded with digital data include paper records and computer files which are important to access and expensive to store.

This article reports that Infodata Systems Inc. and IBM Canada Ltd. have selected INQUIRE/Text as the full-text retrieval component of the Canadian Automated Patent System (CAPS), being built by IBM Canada for the Canadian Patent Office in Hull. Bridging INQUIRE/Text with IBM's ImagePlus, CAPS will result in the largest document imaging system in the Canadian federal government and likely the largest technological database in Canada. CAPS, a 10-year, $76 million initiative launched in 1986, was born from a need to cope with the growing volume of applications for patents and the growing paper files associated with issued patents. It is informed that CAPS will automate the process of storing, retrieving, classifying, examining, and publishing patents and patent applications.

The article reports on the availability of the National Library of Medicine's Medline bibliographic database on biomedicine and the Japanese Government and Public Research in Progress (JGRIP) file in the STN International online network as of July 1990. The Medline database has 5.1 million references from approximately 3,900 medical and biomedical journals published from 1972 to July 1990. Meanwhile, the JGRIP file features information in English on more than 20,000 research projects in all fields of science and technology.

Individuals will be hesitant to be part of the networked world if confidential data about them is readily available. In addition, the creators of information must be protected and compensated in cyberspace, just as they have the legal right to be in the paper environment.

This article reports that STN International has added files on Thermodynamic Properties, Analytical Chemistry and Social Sciences to its online network. The Joint Army-Navy-Air Force file contains critically-evaluated data on the chemical thermodynamic properties of inorganic substances and organic substances containing one or two carbon atomics. CJAOAC contains full-text records of more than 300 research papers in analytical chemistry. FORIS is a German-language database on current, planned and completed research projects in the social sciences in the Federal Republic of Germany, Austria and Switzerland from 1978 to date. Social Sciences Literature Information System is a bibliographic database with abstracts on the German-language social sciences literature published since 1945.

This article reviews the database USA Today Decisiononline from Gannett New Media Services. The database is arranged in sections, not the four familiar ones in the paper, but into 18 separate departments. It deals with business-related matters including Advertising, Banking and Economy, Business Law and Energy. Each department has about a dozen stories in each daily update. Most of them deal with major business news stories. The stories in the database are short, averaging about 100 words. The departments that can be found in Decisiononline includes: Health, International News, Issues and Debates and Bonus Reports.

This article reports that Knight-Ridder/Tribune Business News has added The Denver Post as a contributor. In addition, Information Access Group, Foster City, California, and NewsBank Inc., New Canaan, Connecticut have been added as distributors for the business-news service. Knight-Ridder/Tribune Business News is a unit of Knight-Ridder/Tribune Information Services, a joint venture of Miami, Florida-based Knight-Ridder Inc. and Chicago, Illinois-based Tribune Co. The electronic news service delivers business and related news to executive desktop PC users, researchers, the media and others. The service's sources of news include all 30 Knight-Ridder newspapers and magazines, all six Tribune newspapers, and 20 affiliated papers. The articles from the newspapers and magazines are full-text and are available electronically the day of publication. Also, the service includes news from the Knight-Ridder Financial News Service. The addition of Information Access and NewsBank brings to 15 the number of distributors for the business-news service, which was launched in January 1992.

This article reports that the computerized databases of the National Library of Medicine (NLM) are being made available under a special arrangement to the 72,000 members of the American College of Physicians. For an annual fee of $200, individual members of the college will have virtually unlimited access to MEDLINE and other major databases of the NLM. It is reported that MEDLINE is an online file containing some 7 million references and abstracts to medical journal articles from 1966 to the present. The American College of Physicians is the nation's largest medical specialty organization, with more than 72,000 physician-members trained in internal medicine and internal medicine subspecialties.

This article presents information on conventions related to the information technology industry. The 34th NFAIS Annual Conference titled "Trends and Challenges in the Universe of Information," will address the ever-changing aspects of technology on both a national and international level. The conference will be held from February 24-27 in Philadelphia, Pennsylvania. The Thirteenth National Online Meeting will take place from May 5-7 in New York. This highly successful meeting has become the preeminent forum where those concerned with changes in the database field meet, discuss, and formulate strategies for future action. Featured are presented papers, product review sessions and an exhibit that includes: online information systems; CD-ROM databases, library systems; and related information products. The Association of College and Research Libraries' Sixth National Conference is scheduled to take place from April 12-14 in Utah. This year the conference will address the theme of "Academic Libraries Achieving Excellence in Higher Education."

This article focuses on the online search center operated by Derwent Inc. for the U.S. Patent and Trademark Office. It is estimated that an average of 400 people a day use the Public Search Room, which houses a complete collection of U.S. patents and is one of the world's largest libraries of technical literature. The Derwent staff is performing online searches on over 80 databases to supplement manual paper searches for users of the Public Search Room. Derwent's pricing structure falls into three categories. Subject matter searches cost anywhere from $16 to $60 for the first 15 minutes, then $1 to $3.65 per minute thereafter. Information searches for a single bibliographic data cost $15 for most databases plus a minimal per record charge of 50 cents or less. Patent family or English language equivalent searches in patents databases cost $25 to $80.

This article features an electronic information service introduced by GTE Telenet and Fisher Stevens Inc. in the U.S. in April 1984. Using the service physicians can page through the Physicians' Desk Reference (PDR) online. Dubbed Phycom (Physician Communications), the computerized version of PDR, published by Medical Economics Company Inc., contains complete prescribing information for nearly 1,000 trade name pharmaceutical products, product profiles, information on patient reactions, abstracts of papers by prescribing physicians, and a bibliography of clinical studies. The service also provides continuing updates on Food and Drug Administration-approved medications as well as late-breaking news bulletins from the Bureau of National Affairs on medical, regulatory, and practice-related developments with special emphasis on government health care rulings and medico-legal decisions.

The article reports on the debate over legal issues related to the introduction of the proposed Federal Research Public Access Act in the U.S. Congress and the contrasting bill The Fair Copyright in Research Works Act. Among the concerns raised are the limitations of Section 105 of the Copyright Act, and the increasing cost of the scientific, technical and medical journals that published these materials. Also being criticized by publishing groups is the PubMed Central policy implemented by the National Institutes of Health (NIH).

This article looks at the role that the U.S. Office of Management and Budget (OMB) has played in the Federal Maritime Commission's process of automating its data to shed some light on government policy concerning dissemination of electronic data. The OMB created the policy directive that agencies must follow pursuant to The Paperwork Reduction Act, passed in 1980. At that time, U.S. President Jimmy Carter was concerned about bureaucratic red tape that demanded paper work from state and local governments and industries. As a consequence, the law was passed to control the collection of information by federal agencies and to improve the management of other government information activities. The Act also had a secondary purpose--to maximize the usefulness of the information collected by the federal government.

This article presents an overview of some problems with information as it relates to CD-ROM. First, most information is not in useful electronic form. In fact, something like 94 percent of commercial information is not in electronic form at all; it is mostly on paper. Second, most electronic databases are structurally incompatible. Third, most lucrative electronic information is real-time or very current. Lastly, most electronic publishing consists of summary data. The more traditional electronic publishing products rely on connections from a remote terminal to a mainframe. CD-ROM is quite capacious and cost-effective, but full text is not ready to go on it.

This article reports that Westlaw's new natural language search engine is both unusual and innovative. It is reported that "Westlaw is natural" (WIN) is not yet available for all of the Westlaw databases. WIN enables Westlaw researchers to search American case law by simply entering a question. The obvious elegance of this capability is that in many cases, and for many types of research, legal professionals do not have to familiarize themselves with Boolean logic or esoteric search syntax. WIN uses the researcher's question to perform a search, but not by translating it into Westlaw search syntax. WIN interprets the researcher's request by identifying all of the words and phrases in the request, and performing a statistical comparison of the search query terms against the documents in the database in which the query has been entered. It is reported that WIN results are displayed somewhat differently than research results from Boolean searches. Boolean searches are displayed in reverse chronological order. WIN results are displayed in what it considers to be the order of relevancy. The most relevant cases are displayed first.

Reports that as the scholarly communications crisis intensifies in Europe, interest in alternative publishing models is growing. The article informs that Engineering Information Inc. (Ei) is adding abstracts to the Windows version of its Ei Page One database from tables of contents. Called El Page One+ the enhanced version was developed for use in conjunction with Ei Reference Desk, a software system for Internet users needing a quick-find source for identifying journal articles and conference papers, and a quick and reliable method for obtaining a full-text copy of those articles identified as relevant to their research. Ei Reference Desk has been in test use in several locations. In Finland, Sauli Laitinen, director of information services at the Technical Research Center of Finland, has been using the Ei Reference Desk to locate needed documents and has been receiving them from Ei over the Internet. In Finland, Laitinen is using the Ei Reference Desk to help meet the complex research needs of the 2500 member Technical Center staff, as well as others outside the organization. The largest research institute in the Nordic countries, the Technical Research Center of Finland has access to some 60 online research systems, as well as established contacts with information and documentation centers around the world. Ei Page One+ database provides over 600,000 references, spanning two years of 5400 international journals and conference titles.

The article states that OCLC Online Computer Library Center Inc. has added new options to the FirstSearch Catalog's subscription pricing, including an expanded base package, volume discounts for multiple logon authorizations, and customized database selection in which libraries can subscribe to and pay only for the databases they select. OCLC has expanded the number of databases available in the FirstSearch subscription pricing base package. The base package now includes WorldCat (OCLC Online Union Catalog), Article First, ContentsFirst, MEDLINE, ERIC, and GPO. It will also include ProceedingsFirst and PapersFirst, databases of papers presented at conferences, symposia, and meetings worldwide, when they become available. For purchasers of the base package, the price of a logon decreases as more are added. Libraries may also subscribe to a customized package of FirstSearch databases and pay a per-logon fee plus a per-database fee. The logon fee is a flat rate but the database fee includes volume discounts for 11 or more logon authorizations.

The article reports that SRI International is offering compact disc-read only memory (CD-ROM) service for access to one of its large chemical marketing research databases in California. It is stated that the addition of the CD-ROM service will provide a new dimension to the way SRI delivers research results to its clients. The service could be downloaded onto the user's hard disk in a variety of formats for further manipulation in familiar spreadsheet or database applications. The company's first CD-ROM product for the chemical industries provide data from the World Petrochemical Program.

This article reports that TDC Inc. and Anamet Systems have announced the availability of a high volume scanner/document conversion system for microfiche. The new product converts large fiche backfiles and libraries into computer databases. The same system is being marketed by both companies. The TDC 3200 Scanner is the newest upgrade in the TDC 3000 Series which addresses high speed, high volume conversion of fiche. The new scanner is designed for continuous, multi-shift duty as found in conversion services or corporations and agencies that are handling volumes of fiche. According to company sources, both TDC's and Anamet's products are aimed at high-end applications where volumes of fiche need to be brought into online searchable databases.

The article reports that Research Libraries Group Inc. (RLG) has received $750,000 from the William and Flora Hewlett Foundation to help fund new RLG efforts to improve access to information that supports research and learning. The grant monies, referred to as an "enabling fund" by RLG, will be used over the next three years. This is the sixth grant the Hewlett Foundation has awarded RLG over the past 12 years, bringing the foundation's total contribution to RLG to $3.3 million. The Hewlett Foundation grant will be used for projects that support RLG's objectives for the 1990s. These objectives are: to support cooperative solutions among research libraries, archives, museums, and related repositories; to create an information delivery service capable of putting catalog, index, abstract, full-text, and image information directly into the hands of scholars and students; to manage coordinated preservation projects that extend models developed for the preservation of brittle paper materials to photographs and electronic media; and to develop a local computer system serving archives, museums, and related repositories, linked to an increasingly comprehensive database of primary cultural and scientific information.

This article reports on the release of guidelines for copying and reuse of information from the printed and electronic information services of Chemical Abstracts Service (CAS). The guidelines allow copying and retention of CAS information on paper or in electronic form for an individual user's personal use and the production of up to 50 copies for distribution to others in the user's immediate work group, research unit, project team or classroom without special permission or royalty payments. The guidelines also permit use of CAS information in a published bibliography of citations so long as the bibliography is supplemental to the main content of the published work, use of the information in reports to government that are required by law or administrative policy and the combination of CAS information with information from other sources, so long as the ultimate use or distribution is consistent with the CAS guidelines.

The article reports on the addition of the Compendex and Biomass retrieval systems to the database of STN International. Compendex contains citations, with abstracts, engineering and technical papers published in journals, books, monographs, technical reports and standards from 1969 to date.
