According to the Conference of Executives of American Schools for the Deaf, the definition of deaf refers to those whom the sense of hearing is non-functional for the ordinary purposes in life. The hard of hearing person is defined as the one with whom the sense of hearing, although defective, is functional with or without a hearing aid. Thus, the programs for the hard of hearing children are an entirely different matter compared to programs intended for deaf children.
