The growth in education, research, and development in developing economies cannot be compared with their developed counterparts. Information and Communication Technologies (ICTs), which have played a key role in nations' socio-economic development, can leverage developing economies. The International Journal of Education and Development using Information and Communication Technology (IJEDICT) emerged to promote research and development using ICT in developing nations. The emergence has, over the years, churned out significant scientific publications. This review intends to commemorate the late IJEDICT founding editor and investigate the contribution of academic papers published in the journal to develop education using ICT in developing countries and the thematic growth of the publication forum. The paper presents a bibliometric content analysis of 692 studies published in IJEDICT from inception, 2005 until January 2021. Findings from this review suggest useful implications for researchers, ICT managers, institutions, policymakers, and nations.

A growing trend exists for authors to employ a more informal writing style that uses "we" in academic writing to acknowledge one's stance and engagement. However, few studies have compared the ways in which the first-person pronoun "we" is used in the abstracts and conclusions of empirical papers. To address this lacuna in the literature, this study conducted a systematic corpus analysis of the use of "we" in the abstracts and conclusions of 400 articles collected from eight leading electrical and electronic (EE) engineering journals. The abstracts and conclusions were extracted to form two subcorpora, and an integrated framework was applied to analyze and seek to explain how we-clusters and we-collocations were employed. Results revealed whether authors' use of first-person pronouns partially depends on a journal policy. The trend of using "we" showed that a yearly increase occurred in the frequency of "we" in EE journal papers, as well as the existence of three "we-use" types in the article conclusions and abstracts: "exclusive," "inclusive," and "ambiguous." Other possible "we-use" alternatives such as "I" and "other personal pronouns" were used very rarely--if at all--in either section. These findings also suggest that the present tense was used more in article abstracts, but the present perfect tense was the most preferred tense in article conclusions. Both research and pedagogical implications are proffered and critically discussed.

Recently, many universities have started to do their best to enhance their contribution in the scientific publication. Thus, researchers and faculty members have been offered many various financial and promotional incentives for publishing their papers in international journals, particularly the ISI ones. The present study aims to identify the opportunities and obstacles that faculty members at Najran University can obtain by publishing in ISI journals. In addition, distinction of the most important obstacles that can hinder such publication was another aim of the present study. Based on intensive review of related literature and a series of structured interviews, a questionnaire was developed, validated and verified. A stratified sampling method was used to choose participants of this study. Findings revealed that the contribution of ISI Journals to the identification of globally well-known journals, the development of participants' skills of refereed scientific publication in international journals, and the provision of positive attitudes towards scientific publication were the most important opportunities researchers have got. However, high standards of ISI journals, mastery of foreign languages, mainly English, and the originality of high intellectual topics were the most important barriers or obstacles that faculty members encountered when trying to publish their article papers in ISI journals. No statistically significant differences due to study variables regarding the opportunities were found. Nevertheless, significant differences due to specialization and previous knowledge of publication in ISI Journals were found.

This paper presents the rationale, common practices, challenges, and some personal anecdotes from a journal editor on the production, use, and re-use of peer-reviewed scholarly articles as open educational resources (OER). The scholarly and professional discourse related to open educational resources has largely focused on open learning objects, courseware, and textbooks. However, especially in graduate education, articles published in scholarly journals are often a major component of the course content in formal education. In addition, open access journal articles are critical to expanding access to knowledge by scholars in the developing world and in fostering citizen science, by which everyone has access to the latest academic information and research results. In this article, I highlight some of the challenges, economic models, and evidence for quality of open access journal content and look at new affordances provided by the Net for enhanced functionality, access, and distribution. In the 17 years since I graduated with a doctorate degree, the climate and acceptance of open access publishing has almost reversed itself. I recall a conversation with my PhD supervisor in which he argued that publishing online was not a viable option as the product would not have permanency, scholarly recognition, or the prestige of a paper publication. His comments reflect the confusion between online resources and those described as open access, but as well illustrate the change in academic acceptance and use of open access products during the past decade. The evolution from paper to online production and consumption is a disruptive technology in which much lower cost and increased accessibility of online work opens the product to a completely new group of potential users. In the case of OER these consumers are primarily students, but certainly access to scholars from all parts of the globe and the availability to support citizen science (Silvertown, 2009) should not be underestimated. The professionals who research and publish in the field of educational administration impact the theory and best practice cycle that develops into the discipline's body of knowledge. This body of knowledge, in turn, is imparted to aspiring educational leaders. The authors examined whose research educational administration researchers are citing, and thus, by assumption, whose research and ideas are being incorporated into graduate-level coursework. The citations in a leading online research journal in the field were examined to seek what discernible patterns and trends existed in citations. In an examination of measures of impact, the authors studied data from an electronic tracking system that indicate the number of times a Portable Document Format is retrieved from the journal's website and analytical data that indicate the frequency of electronic article/module retrieval. This paper examines the evolving relationship between Canada and the African academic research community through the promotion of a concept known as Information and Communication Technology for Development (ICT4D) and with an eye to its implications for increasing the circulation of research through such means as open access (OA) publishing models. We analyze the programmatic discourse of Canada's International Development Research Centre's (IDRC) African research initiatives, and report on an IDRC research and development project assessing the means of increasing access to African scholarly journals through the use of open source software platforms and open access publishing and archiving models. Consistent with IDRC's multi-year effort to contribute directly to university-based research capacities by investing in ICT infrastructure in Africa, our survey of African editors, librarians, and faculty from five African nations reveals a similar interest in developing those capacities, despite numerous challenges, through the use of online publishing systems and OA publishing models, which hold some promise of increasing access to research published in Africa. Open access (OA) publication has emerged, with disruptive effects, as a major outlet for scholarly publication. OA publication is usually associated with on-line distribution and provides access to scholarly publications to anyone, anywhere--regardless of their ability to pay subscription fees or their association with an educational institution. The article overviews the growth and impact of OA publication in Canada and elsewhere. The article also presents a case study of the evolution over its first nine years of the "International Review of Research in Open and Distance Education" ("IRRODL"). "IRRODL" has become the most widely read and widely cited journal in the distance education and open learning community, yet it continues to struggle for recognition by some academics, funding, and rating organizations. In this article "IRRODL's" editors document the challenges involved in leading the charge for equal support for open access journals from Canada's research funding organizations and for review and accreditation from commercial and non-commercial review services. In its literature review section the article looks at scholarly works documenting and comparing on-line journals to ones that publish in paper only, or in which access is restricted behind the walls of licensed use. The article also documents issues related to various innovations, including production of articles in both text and audio formats, and the challenges of incorporating more interactive media into a scholarly, peer-reviewed journal. Data is produced demonstrating the ways in which influence and impact for open access journals can be measured, including hit rates and citations reference data from Google Scholar. The article concludes with a description and discussion of the advantages and challenges of using review and publication management tools such as Open Journal System in the production of open access journals. This paper presents findings from a two-­year pilot project into the use of ePortfolios as a tool for assessment in a two year, field-­oriented, inquiry-­based teacher preparation program. Participants consisted of five cohorts of pre­service student teachers and five instructors; interviews, focus groups, artifacts, and project meetings provided the raw data for analysis. The originality of this work rests in the importance of establishing an eJournal to accompany the ePortfolio. Based on our findings in this action research study, we challenge and add to the existing ePortfolio literature around such issues as ePortfolio project design, process vs. product, the use of templates, social software, and documentation.

Technology is changing the ways we write memoir, and teachers can be incorporating new forms into their teaching of writing. Newer forms of memoir such as zines and blogs are also becoming part of classroom practices, and, as teachers, we must be ready to engage and support students in such endeavors. This paper addresses three topics, all of which will be meaningful to teachers. First, I will provide definitions of blogs and zines so that teachers may have a rich understanding of their functions. Second, I will explore the various, complex roles that blogs and zines play in the lives of students, and hence, in their learning. Third, I will offer several tangible examples of how to meaningfully integrate contemporary forms of memoir into everyday classroom practice, with considerable attention paid to the safety issues associated with children and adolescents using new media and technologies.

Introduction: The development of the World Wide Web (WWW) has made it possible of small groups of colleagues or even single individuals to create peer-reviewed scholarly journals. This paper discusses the development of Medical Education Online (MEO) an open access peer-reviewed journal in health professional education. Description: MEO was first published in April 1996 partly as an experiment and partly out of frustration with existing options for publishing in health professional education. The journal a forum for disseminating information on educating physicians and other health professionals and contains a variety of material including a peer-reviewed journal. The case study discusses the process of establishing the journal, the development of the journal over time, its struggle coping with an increasing number of submissions, review procedures, journal management software, indexing and archiving issues, journal policies, and access statistics. Conclusions: MEO is one of many examples of successful small open access journals that operate largely on volunteer effort and are providing a useful niche in scholarly publishing.

Introduction: This case study is based on the experiences with the Electronic Journal of Information Technology in Construction (ITcon), founded in 1995. Development: This journal is an example of a particular category of open access journals, which use neither author charges nor subscriptions to finance their operations, but rely largely on unpaid voluntary work in the spirit of the open source movement. The journal has, after some initial struggle, survived its first decade and is now established as one of half-a-dozen peer reviewed journals in its field. Operations: The journal publishes articles as they become ready, but creates virtual issues through alerting messages to "subscribers." It has also started to publish special issues, since this helps in attracting submissions, and also helps in sharing the work-load of review management. From the start the journal adopted a rather traditional layout of the articles. After the first few years the HTML version was dropped and papers are only published in PDF format. Performance: The journal has recently been benchmarked against the competing journals in its field. Its acceptance rate of 53% is slightly higher and its average turnaround time of seven months almost a year faster compared to those journals in the sample for which data could be obtained. The server log files for the past three years have also been studied. Conclusions: Our overall experience demonstrates that it is possible to publish this type of OA journal, with a yearly publishing volume equal to a quarterly journal and involving the processing of some fifty submissions a year, using a networked volunteer-based organization.

The nature and role of electronic journals have been widely discussed over the past few years, and there is an emerging consensus on the parameters of such journals and the space in which they operate. ESL, however, is an unusual area in being inter-­ and multi-­disciplinary, and in having a constituency which in some ways is not like that of regular academic areas covered by journals. This paper discusses the conception and inception of "TESL-­EJ," a new refereed journal in the ESL area with a particularly wide mandate. Special attention is paid to the properties of electronic journals, how these bear on ESL, and how "TESL-­EJ" could interact with its discipline to construct new ways of developing academic discourse.

"Language Learning & Technology" ("LLT") was launched in the mid-1990s out of a collaboration between the University of Hawai'i National Foreign Language Resource Center (NFLRC) and the Michigan State University Center for Language Education Research (CLEAR). Like other online journals started in the 1990s, "LLT" sought to enhance the speed of publication and the accessibility of published research. Yet "LLT" had an additional goal: to raise the rigor of published research in its targeted area. Thus, rather than seeking to be defined principally by its mode or style of publication, "LLT" sought to be the highest quality journal in an emerging area of inquiry. This sounds like an obvious goal, but "LLT" was going against the grain. By the time the first issue of "LLT" appeared in 1997, there was already a popular notion of a dichotomy between print journals (which alone printed rigorous peer reviewed research) and online journals (which were accessible but not rigorously reviewed). Indeed, at the time, many academics refused to submit work to online journals, believing (or knowing) that their institutions would fail to recognize articles published in online venues. To break out of this stereotype, "LLT" recruited a top notch editorial board, including leading applied linguistics from around the world. For its inaugural issue in July 1997, the journal invited internationally recognized applied linguistics to submit papers on the topic Language Learning & Technology: Defining the Research Agenda. The resources of the NFLRC and CLEAR were used to achieve broad publicity. "LLT" quickly gathered broad attention. With questions of funding, peer review, and other matters still under debate, the future of academic journal publishing is very much in flux. When the history of the transition from print to online publishing is written, the important role of "LLT" should be noted as one of the first journals to demonstrate that publishing exclusively on the Internet was fully compatible with being among the best academic journals in the world.

The increasing availability and prominence of e-books has led to a perception in some quarters that the requirement for physical books is decreasing, as most, or all scholarly material is openly available in digital form. Some academic administrators and librarians have suggested that it may be possible or desirable to have a solely, or predominantly electronic academic library. This study tests that assumption by randomly selecting a sample of titles from a mid-size Australian academic library and searching for suitable electronic copies. The conclusion of the paper is that a maximum of 33% of titles held by the case study library are available as e-books, and on a practical basis about 26% of titles held by the case study library could be readily obtained as e-books. In the context of open-access (OA) academic publishing, the mounting pressure cross global academe to publish or perish has spawned an exponentially growing number of dodgy academic e-journals charging high fees to authors, often US$300-650, and even triple that amount, promising super-fast processing and publication open-access (OA) online. Jeffrey Beall (Scholarly Open Access, http://scholarlyoa.com) has characterized this phenomenon as "predatory OA publishing," since it is oriented largely to extorting a high fee from authors. This exponential growth in start-up cyber-journals galore of questionable quality and dubious upstart origin is driven largely by the globalization of Euro-Atlantic research cultures into the Global South and lower-income economies everywhere, part of the now rapid internationalization of scientific research (Jha 2011) and "researching under the audit" (Illner 2011: 70), and is potentially a form of "academic racketeering." It tends to attract and exploit lesser-privileged academics, often on "knowledge production peripheries." They are a segment of a hugely expanding global constellation of researchers, in some ways a "research proletariat" (Harvie 2000), many of whom can can least afford the "cyber-services" of these start-up, fee-gouging OA journals. Yet researchers anywhere, including doctoral students and others in an "academic precariat," may be lured to publish there, given a turnaround time of three weeks from submission to acceptance and publication often offered and implemented (Stratford 2012). A certain kind of "market cynicism" (Power 2010) may take hold, where young academics are forced to think of themselves largely in economic terms and the "price" of quick dubious publication. In essential ways, the phenomenon of predatory academic journals is also part of the largely ex-colonial and subalternized "academic periphery striking back" against that Eurodominance of research cultures, involving basic contestations about asymmetrical power and representation and the geopolitics of hegemonic and subaltern knowledge production and dissemination on a global scale, the "coloniality of power/knowledge" (Quijano 2000; Grosvoguel 2008; Jaramillo 2012) within the changing face of biopolitical production and the emergence of a new "common" (Hardt 2010; Hardt & Negri 2009) inside globalized immaterial capitalist production. Racist subtexts about "academic scams based in Africa and South Asia" need to be confronted and avoided. In resisting trends toward corporate, high-cost Western-dominated academic publication, cost-free OA knowledge publication paradigms need to be expanded in the (re)appropriation of a "knowledge commons" under late capitalism. These include arXiv.org, journals like JCEPS, the Forum Qualitative Sozialforschung/Qualitative Social Research (bit.ly/xjc0mD), and more than 7,000 others associated with the Directory of Open Access Journals (www.doaj.org) -- in the spirit of the Imaginary Journal of Poetic Economics (bit.ly/zPYYFJ) and the work of the Public Knowledge Project (http://pkp.sfu.ca), Open Journal Systems (tinyurl.com/2ydklr), SciELO (http://socialsciences.scielo.org/) in Latin America--and other initiatives for "Green OA" in open-access repositories elsewhere. These OA needs to be reconceived in the struggle for a "communism of the common" (Hardt 2010: 140). That re appropriation and its self-organization should become a main goal in confronting and dismantling the regime of monopolistic knowledge control today by giant "knowledge enclosure" corporations like Thomson-Reuters, Springer and Wiley. A key aim of the present paper is to spotlight these "predatory" journals and urge further empirical research. Despite the huge amount of largely bourgeois analysis of OA, there is very scant critical inquiry into such academic journals and their burgeoning conglomerates.

Major changes on the Web in recent years have contributed to an abundance of information for people to harness in their learning. Emerging technologies have instigated the need for critical literacies to support learners on open online networks in the mastering of critical information gathering during their learning journeys. This paper will argue that people will have to adapt to using information in a new way and will advocate the movement by learners into and inside information streams on open online networks. Their own control and aggregation of information, preferably through human mediation, should provide information not only relevant to their learning, but also slightly unexpected. We will highlight why this serendipity is important in a learning context and also take three emerging technologies under the loupe; recommenders, RSS and micro-bloggers, and their effectiveness in supporting serendipitous learning on open online networks. The "Journal of the Experimental Analysis of Behavior" was founded in 1958 by a group of male psychologists, mainly from the northeastern USA and connected with either Harvard or Columbia. Fifty years later about 20% of both editors and authors reside outside this country and almost the same proportion is women. Other changes in the journal include having its own website for more than a decade and now publishing online as well as on paper. A recent connection with PubMed Central of the National Library of Medicine has made possible the completely free electronic presentation of the entire archive of about 3,800 articles. This article reports research mathematicians' attitudes about and activity in specific scholarly communication areas, as captured in a 2010 survey of more than 600 randomly-selected mathematicians worldwide. Key findings include: (1) Most mathematicians have papers in the arXiv, but posting to their own web pages remains more common; (2) A third of mathematicians have published papers in open access (OA) journals, with speed of publication being seen as the primary advantage over traditional journals, but there is substantial philosophical opposition to OA journal models that charge author fees; (3) Tenure and promotion criteria influence publishing decisions even among most tenured faculty members; (4) Mathematicians want to keep more rights to their publications than they have been allowed, but they have a high success rate in negotiating with publishers for more; and (5) Online collaboration tools, such as Google Groups, are not yet widely used for research but their use is expected to rise in the near future. Reasons behind the mathematics culture of openness were also explored. (Contains 18 tables.)

As online and distance education have become increasingly mainstream methods of delivery in higher education, print-based and online journals have formed to provide forums for research and practice. The Online Journal of Distance Learning Administration (OJDLA), founded in 1998, is the focus of this study, which seeks to identify topical themes and patterns across 13 years of articles and connect these themes to broader contexts and events in higher education. While the early years of the journal focused on faculty-related topics such as adoption, training, and support, topics related to outcomes and students emerged in the mid-2000s and gain the attention of researchers and practitioners. The paper ends by offering an assessment of current events and issues in both online and distance education and the broader higher education contexts and suggesting that future research should focus on outcomes including the impact on student success and rising costs.

The article reflects on the significance of medical journals published through traditional printing. It emphasizes that the paper journal will never become obsolete. It enumerates the advantages of the paper journal over those published in electronic form. It notes the usefulness of the paper journal as a knowledge archive.

In humanities, there does not seem to be any good reason to privilege the academic journal over other venues. If the goal of humanities publishing is to spread new ideas, then it seems that creating a popular Internet blog would be the better choice. However, the goal of humanities publishing is not just to spread new ideas, but to spread "good" ideas, and this goal requires peer review. Professors rely on publishing venues that are anonymously peer-reviewed. The anonymity allows the reviewers to be painfully honest, telling them which ideas are not any good so that they can improve. In this article, the author explains how the competition involved in peer review still makes journals the best venue for publishing papers.

This article presents an editorial in both English and Spanish in which the author discusses the journal's activities during the year 2011. The inauguration of the online repository called the Scholarone Manuscript was completed in October, to which articles for publication in the journal can be sent. Information related to the submission of papers concerning Latin American history is presented. A chart containing statistics for original research papers submitted to the journal is also provided.

The article presents the author's comments on the "Dhaulagiri Journal of Sociology and Anthropology" volume II. The author introduces the papers included in the issue of the journal and the contributions report studies from Bangladesh, Nepal, and Nigeria. He remarks that editors must take advantage of the Internet technology to make knowledge and information accessible. He suggests that editors must ask the authors to submit final papers after editing the language and must invite scholars to join and publish their works in the journal.

Objectives: We aimed to assess journal authors' current knowledge and perceptions of open access and author-pays publishing. Design: An electronic survey. Setting: Authors of research papers submitted to BMJ, Archives of Disease in Childhood, and Journal of Medical Genetics in 2004. Main outcome measures: Familiarity with and perceptions of open access and author-pays publishing. Results: 468/1113 (42%) responded. Prior to definitions being provided, 47% (222/468) and 38% (176/468) reported they were familiar with the terms 'open access' and 'author-pays' publishing, respectively. Some who did not at first recognize the terms, did claim to recognize them when they were defined. Only 10% (49/468) had submitted to an author-pays journal. Compared with non-open access subscription-based journals, 35% agreed that open access author-pays journals have a greater capacity to publish more content making it easier to get published, 27% thought they had lower impact factors, 31% thought they had faster and more timely publicaitons, and 46% agreed that people will think anyone can pay to get published. 55% (256/468) thought they would not continue to submit to their respective journal if it became open access and charged, largely because of the reputaiton of the journals. Half (54%, 255/468) said open access has 'no impact' or was 'low priority' in their submission decisions. Two-thirds (66%, 308/468) said they would prefer to submit to a non-open access subscription-based journal than an open access author-pays journal. Over half thought they would have to make a contribution or pay the full cost of an author charge (56%, 262/468). Conclusions: The survey yielded useful information about respondents' knowledge and perceptions of these publishing models. Authors have limited familiarity with the concept of open-access publishing and surrounding issues. Currently, open access policies have little impact on authors' decision of where to submit papers. The scientific community has begun using new information and communication technologies to increase the efficiency with which publications are disseminated. The trend is most marked in some areas of physic, where research papers are first circulated in the form of electronic unrefereed preprints through a service known as arXiv. In the first half of this paper, I explain how arXiv works, and describe the conceptual backstage and its growing influence. I will look at the motives behind the developing technologies and focus on the views of promoters and makers of the system. In the second half of the paper, I look at the eventual fate of papers initially circulated with arXiv. While it is argued that preprints are sufficient for the everyday scientific practice, nearly every paper in some specialities finds its way into formally peer-reviewed journals and proceedings. I argue that the continuation of traditional publication practices, in spite of their costs and inefficiencies when compared with arXiv, suggests that formally certified publication still has important roles. Certified publication verifies the relevance of scientific work and establishes professional credentials in the outer rings of the community, whose members are not sufficiently embedded in esoteric networks to make appropriate judgements on the basis of reading papers in isolation, or even through consultation. Named entities such as people, locations, and organizations play a vital role in characterizing online content. They often reflect information of interest and are frequently used in search queries. Although named entities can be detected reliably from textual content, extracting relations among them is more challenging, yet useful in various applications (e.g., news recommending systems). In this paper, we present a novel model and system for learning semantic relations among named entities from collections of news articles. We model each named entity occurrence with sparse structured logistic regression, and consider the words (predictors) to be grouped based on background semantics. This sparse group LASSO approach forces the weights of word groups that do not influence the prediction towards zero. The resulting sparse structure is utilized for defining the type and strength of relations. Our unsupervised system yields a named entities’ network where each relation is typed, quantified, and characterized in context. These relations are the key to understanding news material over time and customizing newsfeeds for readers. Extensive evaluation of our system on articles from TIME magazine and BBC News shows that the learned relations correlate with static semantic relatedness measures like WLM, and capture the evolving relationships among named entities over time. The article presents the editor-in-chief's introduction to an index of the "Strategic Management Journal" (SMJ), for a five-year index between 1990 to 1994. He says that since its inception, SMJ has grown beyond his expectations and that he is fortunate enough to be able to publish a five year index with as much work as the ten year index published in 1990. The index is set up in three parts. The first contains an alphabetical listing of the authors, the title of their paper, the issue in which it appeared, and a summary of the paper. The second part lists all of the authors who have contributed to the volumes being indexed, while the third section contains a subject index.

Purpose – The purpose of this paper is to show, in a practical manner, that discursive procedures (mediated by online platforms or publication systems) enhance cultural understanding of distinct social entities such as Europe and Russia. Design/methodology/approach – Joint special issues convening authors from east and west in an equilibrated manner give an opportunity for in-depth review processes, in the course of which different paradigms of global evolution are perceived and reflected. Findings – If handled with care, information technologies are able to strongly support such stepwise consensus finding. The areas of futurology, forward looking, global megatrends, global evolution, globalistics and global studies are prime cases for the patient alignment of world views and multi-paradigmatic approach towards (ultimately) holistic and second-order science. Early studies of electronic journals (e-journals) viewed the web as a technological discontinuity that would deem traditional academic publishing null This article uses the industry life cycle framework as a lens to examine the formation of academic e-journals. The article proposes five factors affecting the academic publishing dominant design selection process, and examines these factors against six longitudinal case studies. The study concludes that from technical/functional, economic and market perspectives, e-journals are superior to paper journals (p journals) However academic social norms and the managerial processes needed to establish and maintain e-journals are more influential on their formation than the capabilities provided by the new technology. In addition, the long-term sustainability and survivability of e-journals depend on the administrative and managerial processes established by its management team. This study demonstrates that although the web enables a large number of new entrants and a variety of business and technical models, e-journals are a competency-enhancing innovation that relies on the existing expertise of professional publishers and the journal's ability to support the social and cultural needs of academia. This study examines the users of electronic journals published in a hosting system catted EJUM (Electronic Journal of the University of Malaya) and their perceived satisfaction with the electronic journals as well as their preferred features in electronic journals and problems they face when using the electronic journals. The Malaysian Journal of Computer Science (MJCS), Malaysian Journal of Library & Information Science (MJCS) and Journal of Problem Based Learning (JPBL) are being hosted by EJUM. These three electronic journals constitute 3 out of an estimated 17 electronic journals published in Malaysia. Users seem to use the electronic journals to mainly support research and teaching needs. About 50% of respondents rated the journals as "good ", 20.6% rated "fair". Respondents seem to find out about the journals mainly serendipitously as they were browsing the Internet or "found out from a conference paper" or "saw information about it in an article ". Keywords (28.9%) and title (24.3%) searches were chosen by a third of respondents respectively. The majority of respondents (70%) indicated preferring retrieving articles in PDF or HTML About 41.8% of respondents access the electronic journals while making searches on Google or Yahoo. The next most selected option was "from specific journal hosting system" (21.8%), followed by "from my library web portal" and "from citation links found in another resource ". Most respondents scan the abstracts first to check relevance and then download the articles. Most respondents believed that electronic journals will co-exist with print journals (46.2%). The rest believed that electronic journals will replace the print journals (25.5%) or will supplement (25.5%). The list of functions and features preferred by electronic journal is provided. This article presents a report regarding the editorial process and publication statistics of the American Economic Review (AER) in 2003 and 2004. The editorial process of AER is a cooperative enterprise. Papers are received online and are processed at the Pittsburgh office in Pennsylvania, and are then distributed online by the editor to one of the co-editors or to himself for refereeing and for a publication decision. The 2003 increase was partially a result of the introduction of online submission. The number of publications declined in 2004, a result of the working off of the backlog accumulated by an above-average acceptance rate in 2001 and 2002.

This article presents information on the open access initiative (OA), a new publishing model, which removes the subscription barrier and allows all Internet users unrestricted access to articles. It also informs that Inter-Research (IR) journals will henceforth be offered the option of having their work published as OA papers. An article's impact is increased substantially by OA. Through OA, IR provides it's authors with increased exposure for their work. IR will offer this author-funded publication model for a trial period. The traditional subscription model will operate in parallel as part of a hybrid publishing experiment. When authors receive the proofs of their article, they will be offered the choice of OA and be informed of the fee. During this trial period with the hybrid revenue model, income generated from the sale of OA will be used to finance as many value-added services as possible. The commitment of IR will remain in tact to the highest standard of quality control for scientific content, copy editing and online presentation.
